Ward report KCC Cllr Sarah Hohler advised that she had authorised her member’s grant to be used to clean the village road signs. The roadworks at junction four on the M20 were causing drivers to use Wrotham Heath and Vigo Hill as short cuts. She had arranged for NoHGVsigns to go up in Birling and Ryarsh. Police reportAn outbuilding in Church Road had been broken into and tackwas stolen.Aresidence in Ryarsh Road, Birling was broken into. Defibrillators Both had been checked. Village sign Cllr Peter Robinson reported that a local resident would be willing to fund the provision and installation of a new village sign. He and the clerk would look at the options available in terms of design and costs. Public forum Four representatives of Big Motoring World gave some information on why they required extended opening hours and their plans for the external lighting. Memberswere invited to tour the Addington and Snodland sites and to hear a presentation recently given to Tonbridge and Malling Council about the company’s plans for extending the Addington site. Caravan Regarding an alleged unauthorised caravan on land east of Mayhill Bungalow, planning enforcement officers believed that the caravanwas not used residentially and appeared to be used as a chael in connection with the use of the land. However, enquirieswere ongoing to confirm the situation and determine whether a breach of planning control had occurred. Highways The street name sign for The Chestnuts needed repairing. The clerk had reported this to KCC. Trees Concern about the condition of the trees bordering the golf club had been reported to KCC. Park Road Brancheswere hanging over the road from The Seekers Trust. Portable loo Itwas queried whether the portable loo at the Jet garage on the A20 needed or had permission. The Clearway The clerk would report to the PCSO that carswere parking on the verge. Woodgate Road Itwas reported that work was taking place on a Sunday. The clerk had informed the quarry of a local resident’s concerns.


East Peckham


DogwasteAresident complained that their bin had been used by dogwalkers. Itwas agreed that it would be mentioned in the newsleer that itwas acceptable to put bagged up dog mess in a street amenity bin, but itwas not acceptable to use residential bins. VegetationAhelpful resident had cut back vegetation which had been obscuring a speed sign and had cleaned 30mph signs, so theywere more visible. Grass cuingAresident from Pound Road complained that the grass verge outside her property had not been cut. The maer had been referred to Kent Highway Services. CCTVAresident asked if the CCTV could be used to help her find a motorist who had hit her car in the centre of the village. Footpath Therewas a request for a footpath around the playing fields incorporating exercise stations. The project remained on the parish council’s wishlist and would be

considered when funds became available. Signage Three residents had complained about confusing signs when leaving Old Church Road while the road closurewas in operation. Churchyard The Rev Carr confirmed that the maintenance service had been improved. UKPower Networks The parish council had been thanked for providing information on thewebsite and in newsleers andwelcome packs. However, as the parish council had declined to knock on doors,UKPower Networkswas unable to contribute towards parish council costs. Cllr Serina Page said the parish magazine had devoted a page to promoting the scheme. Itwas agreed to charge UKPN £150. Jubilee Hall Regular bookings remained constant, and there had been an upsurge in interest in party bookings. Three enquiries had been received from potential users wanting evening hall time. TheWOKgym club would be increasing their usage of the premises over the school summer holidays. Hall maintenance RBS Electrical had replaced two faulty power sockets and would be carrying out work to improve the effectiveness of the ceiling fans. Mr Edwards had been asked to cut back hedges around the car park, tennis court and school and repair a broken bench. Vandalism Problems at the hall included dog mess being smeared on outdoor equipment, a lier bin had been broken and thrown in the hedge and the tennis court fence had been damaged. Teenage girls had been seen opening dog mess bags and smearing it on the play equipment. Information had been passed to the PCSOs. Gymclub TheWOKgym club had given notice that it would be partially relocating to Tonbridge in November and would be relinquishing about half of its time at the sports hall. The parish council had received interest from potential users including three requests from users interested in taking time on Monday,Wednesday and Friday evenings from September. Rather than risk losing potential users itwas agreed that the new users who wished to run a fitness club, judo club and table tennis club should be offered use of the hall onweekday evenings from 7pm. Vending machines Discussionswere continuing with Supercups about the unsatisfactory maintenance of the machines at the Jubilee Hall. Supercups had said it was unable to uplift the machine until the leasing company authorised it to do so. The clerkwas seeking clarification of this as the parish council’s contractwas with Supercups and not the third party. Itwas agreed to cancel the direct debit owing to the breach of contract. Finger posts Most of the work had now been completed. Itwas agreed that Heritage Finger Posts would be given until September to complete the work and that payment would be made following the summer recess. Hanging baskets Thesewere providing a wonderful display in the village centre. However, there had been some disturbance to residents when the basketswere installed. The company had since apologised and would be giving a tray of plants to the Village Stores. Maintenance Contractors had been asked to carry out additional maintenance work outside the Methodist Church to deal with broken paving and overgrown shrubs.


CCTV The licensee of the Merry Boyswas no longer happy to keep the CCTV equipment on his premises. Itwas agreed that he would be asked to submit a formal request to have it removed. Chroma Vision would be asked to dismantle the equipment and to suggest relocation options and costs for consideration. The parish council would put right any damage caused to the Merry Boys by the installation and the dismantling of the equipment. Emergency planning Cllrs Ferguson, Graham andWatsonwere aiming to complete the plan as soon as possible. Cllr Watson said she would like it made compulsory that councillors automatically became community emergencywardens for their designated areas. Itwas agreed that this would become an expectation of parish council members. War memorial Stonemasons IMI had confirmed that the stonewas on order and drawings of the work had been provided. The parish councilwas to confirm the header for the new memorial stone. Itwas agreed that it would read: “In honoured memory of our fallen heroes from East Peckham”. Christmas lights Quotations had been received fromMK(£9,000 per year for three years) and Blachere (£11,000 for the first year, slightly cheaper in years two and three). Cllr Pagewas hopeful thatMKwould be able to reduce its quotation and said it would be her preferred contractor. Following a discussion Itwas resolved to accept MK’s quotation. Parish council app The design had been completed and the app had gone live. Memberswere urged to download it. The clerkwas thanked for her work on the project. Twinning The Harmonie de Chereng and EP Silver Band are performing in concert on October 29. Tickets are available from the clerk at £10 each. The Chereng Jumelage fun daywas to be held on September 19. Allotments Bees had been upset by storms in June, resulting in several stings. The allotment holder immediately relocated the bees. Rentswere reviewed. In 2016/17 the cost of a half plot would be £16.50, £25 for a large plot or two small plots and £12.50 per plot for two or more half plots. Treewarden Cllr Wright had accepted an offer from the volunteer tree and pond warden coordinator for a community tree walk in East Peckham. The aimwas to identify the village trees and assess their community importance and ecological value.


Kings Hill


Sports ParkAn update on the urgent pitch maintenance situation at the Sports Parkwas given by the chairman. Therewas a discussion regarding the contract for the maintenance of the football pitches and it was noted that therewas an immediate short term need towater the football pitches at the Sports Park. Therewas much discussion regarding what kind of vehicle/tractor would be most beneficial for the Sports Park, advantages and disadvantages of both vehicleswere noted. Itwas resolved to urgently liaise with the Ebbsfleet groundsman regarding future pitch maintenance. The Sports Park commiee budgetwas discussed and noted. Itwas resolved that a 4x4 vehicle be purchased at a
