Sparrowhawk Cllr Sandra Manser had been notified by a resident that a dead sparrowhawk had been found on the parish field with no evidence of injury. Two weeks later another sparrowhawkwas found in a similar location, again with no visible injuries, so the resident had sent the bird to a laboratory for poison testing. Cllr Vivienne Hyndman had recentlywatched a TV programme about buzzards driving down sparrowhawks to defend territory so it could be an explanation. Cllr Manser had displayed a poster asking residents for information and hopefully members would receive the laboratory findings. Clerk’s report The clerk had received a complaint regarding mud and drainage at the boom of South Street.Thiswas logged on the Kent Highway Serviceswebsite and placed on its scheduled works list. The same resident had been in contact again to chase up progress as the St Helen’s side had now been cleared, and also to report flytipping in South Street. The clerk had chased up KCC regarding the drainage whichwas still on its works list, reported the flytipping to Maidstone Council, who promptly cleared the area, and had requested that the PCSOs patrol South Street at various times. The chairman had requested that Maidstone Council replace the bin that had recently been vandalised.


Loose


Community warden Liz Lova advised that the flytipping inWell Street had been reported and dealt with. Overall there was an increase in flytipping in the area particularly in the Boughton Monchelsea area. She urged vigilance and for all issues to be reported immediately. She said visits had been paid to vulnerable residents and a number of residents had been harassed by a local cowboy roofing company. She asked that residents undertaking maintenance works at home should obtain three wrien quotes. The car on blocks on the top of Old Loose Hill had been reported to the police. Chairman Vianne Gibbons advised that stones had been thrown at theWalnut Tree pub windows. Cycle route The parish councilwelcomed the new idea of a potential cycle route in Lancet Lane. Twier The neighbourhood plan steering group had decided that Twier would be a good tool to use in promoting the Local Plan and this ideawas brought forward to the meeting to see if it would be good for the parish council as a whole. Itwas agreed that due to complications and time restrictions it would not be feasible for the admin staff to operate this via the office. The group would be asked if Twier could be managed purely for its own use. Old Loose Hill Therewere two loose ragstone edges at the top of Old Loose Hill. The deputy clerk would speak to the highways officer. Pothole An email had been received from theWalnut Tree Lane Residents Association regarding the large pothole at the entrance to the lane.A quote had been

SHEPWAY Medical Centre is moving in step with the latest health initiative by starting its own health walk scheme. The scheme – part


of an idea run by Kent Community Health NHS Foundation Trust and funded by Maidstone Council – encourages people to improve their health andwellbeing by joining a volunteer-ledwalk once aweek. The newwalk by Shepway Medical Centre


is being run by receptionist Cecilia Douglas, a keen hiker who has been trained to lead and take care of otherwalkers. Practice manager Bhupi Singh said: “We are

Parking The issue of parking in Postley Road at the junction with Forest Hillwas raised.Ward Cllr Derek Mortimer said double yellow lines had been approved and the maerwas ongoing. Burial Groundwall Quotations for repairs to thewall had been circulated to councillors. Itwas agreed to defer this item until the assistant clerk had gathered more information about the possibility of applying for grants and donations towards costs. Parish allowance The basic parish allowancewas to replace the outdated aendance allowance. Itwas agreed to abolish the aendance allowance but the basic parish allowancewas not adopted. Stationery Itwas agreed to give each councillor an annual allowance of £25 for printer ink with an additional allowance of £5 per year for every commiee on which they sit. There would be a further £5 per year for the chairman and vice chairman. Bench and noticeboardA report and information regarding the Vat reclamation on the bench and noticeboard in Crisbrook Meadow had been circulated. Itwas agreed to accept the advice in the report when making resolutions with regard to

It was agreed to await further developments before making any decisions. Parking The councilwas alerted by photographic evidence of vehicles obstructing pedestrian accesses. The admin team would forward these photographs to the PCSO. Parish flyer Councillors had been supplied with an example of a flyer and a newsleer prior to the meeting. Itwas agreed to use the example flyer and for the admin team to gather prices for printing options and report to council at the next meeting as a finance item. ComplaintA leerwas handed to the chairman from a member of the public regarding an incident in the public forum prior to the meeting. Fete 2016 The location of the fetewas still undecided. Therewas to be a meeting with the Archbishop Courtenay School and a further working group meeting would be arranged. Grounds maintenance Regarding the grounds maintenance contract, itwas agreed that Cllrs Mike Hogg, Lloyd Porter and PaulWilby would draw up a management plan and tender document which would be brought back to council at the next meeting. Right of wayA public requestwas made for sight of the original resolution regarding the public right ofway application for the riverside path from Tovil footbridge to Bridge MillWay Open Space.
