Newton had worked with the clerk and Cllr Brown to add photographs. CCTV The parish council had ordered a CCTV from Digital Barriers via BET but this had taken a long time to be delivered. Once it had been received there were problems with the software and the camera was still at Maidstone Councilwaiting to be collected. Members felt they hadwaited long enough for a replacement and agreed to cancel the order and look to another company to provide the camera. NatWest bankA request had been received to have a mobile unit at Marden car park every Tuesday. Councillorswere in agreement, but NatWest would need to liaise with Maidstone Council about parking and space being made available. Refuse collection Information had been received from Biffa regarding the changes to what they would and would not collect. High Street tree Andy Corcoranwas shown the tree when he visited the village and he said he would contact the relevant person in Kent Highway Services. The clerkwas asked contact him for an update. Parking at schoolA resident had sent an email with concerns about parking at Marden school. This had been circulated to the PCSO and the communitywarden and a reply would be sent to the resident. Recycling bank The clerkwas to contact Maidstone Council regarding the removal of the recycling bank from the car park.


Staplehurst


Caretaker’s report The caretaker had removed a camp bed dumped at the skate park and CCTV footagewas being investigated. Cllr Peter Spearink asked if the condition of railings on Church Hill could be improved, which would be taken up with Kent Highway Services Clean-up The annual village clean-up would be on March 12, 2016, with March 19 as a reserve date. Street name The developer had suggested Bell Place as a name for the site at the rear of the former Bell Inn. The parish council suggested Old Bell Place to Maidstone Council. Memorials Cllr Spearink had spoken to the family of the late Ted Sergison about the memorials at the railway station, Grave Lane and Chickenden Lane, and that the family had no objection to the parish council’s maintenance of them. Itwas agreed to list the memorials in the parish council records for future maintenance. Village enhancement group Itwas agreed that the group should take forward its proposals for sowing poppy seeds on a section of the Marden Road vergewest of Thatcher Lane; meet Growing Concern to discuss ideas for the planters; draw up a proposal for a garden area on the youth club land, and undertake planting near the villagewelcome signs, subject to permission being obtained from landowners. Public forumA resident had advised TaylorWimpey of ecological aspects of the Oliver Road green space and would be pleased to join a group of volunteers to take forward management of the site.

Parish office The clerkwas to order a leer box for the parish office. The terms and


conditionswere to be agreed at a rent of £320 per month, with £1,600 towards renovations. The clerkwas to investigate an independent CCTV system. Maintenance Lambes Garden opposite The Clothworkers, Lower Road needed to be cut back. This had been reported to the school again. Rabbit fencingA total of £210 had been received from the Kings Head for fencing at theWar Memorial play area. Itwas decided to ask the handyman for a quote for the work. Car park Cllr John Davis and the clerk had met the Maidstone Council car park officer. Cllr Eileen Riden and the clerk met with the deputy head of the school and the chairman of the governors and reported that the afternoon collection of class R from the schoolwas not working. The chairman suggested a further meeting with KCC to find a solution.A pedestrians crossing sign had been erected on the exit barrier, which had been repaired. KCC had painted white lines. Pavilion The risk assessmentwas to be repeated now that all the workswere completed. The fire extinguisher checkwas to be arranged. The clerk had sourced a funding stream with the possibility of up to £50,000. Tennis The risk assessmentwas to be completed on the tennis hut. Harbour play area Following the Maidstone Council report the clerk queried the wire showing on the rope ride. Darren Rouse confirmed that there was wire showing. Cllr Davis would check this. FencingA leer had been received from a parishioner asking that the fence behind numbers 13, 14, and 15 be repaired. The clerk had obtained three quotes and itwas agreed to ask Kingswood Fencing to complete the work. Support officer scheme The LocalWarden Support Officer working groupwas aiming to agree the content of the recruitment campaign by early November. Information would be disseminated in December, which would include the parish councils involved in the pilot scheme. Recruitment would start in January with selection in February and training/deployment in March/April. The pilots would be reviewed from April to June.


West Farleigh


Police maers There had been one crime since the last meeting – an aempted burglary. An email had been received from a resident who thought that ringed pigeons in her garden might have come from a burgled aviary. The clerk spoke with the PCSO who had made initial contact, but the resident expressed disappointment that they had heard nothing since. Tipper trucks Therewas concern about the eight-wheeled tippers that had been accessing the sand school at Tutsham Farm. Thiswas having a huge impact on Teston Lane and the bridge could not cope with the extra vehicles. Itwas agreed to contact KCC Cllr Paulina Stockell to see if she could help with the issue. Cllr Bryan Merri asked that she be sent a copy of the S106 agreement which outlined that only farm vehicles could use Teston Bridge. Cllr Bruce Sco asked that the clerk contact Kent Highway Services to ask them to come to a parish council meeting.


Yalding


Website The website needed a complete update which chairman Cllr Geraldine Brown would undertake. Pony field The pony field on The Lees needed a lier pick which would be organised with Community Payback. Defibrillators The defibrillators were displayed at the parish picnic and would be taken into local schools to show the children. Lights The Christmas lights at Laddingford must be taken down in January and stored in the lock-up. BinA metal bin to replace the plastic one at The Kintons would cost £400. However, the clerk had looked at the old one and believed the rough edges could be cut off. Welcome pack Yalding Parochial Church Council (PCC) had agreed to a loose-leaf version. Packs would be made up for approval by both the parish council and PCC. Leaves Volunteers were needed to pick up the horse chestnut leaves on the village green. Kintons Track The neighbours had asked if the bin could be moved as it was really close to their property. They had offered to pay for this. The bin had been repaired so many times that it would not move without breaking. It was suggested that a new bin costing about £200 be purchased and the residents be asked to pay half. Untidy site The chairman would talk to St Modwen about the untidy site, the fact that young people were geing on to the site and the use of the playing field. Church clock The PCC had changed the contractor that services the church clock and had requested that the parish council continue to financially support this. However, the clock could not be seen due to an overgrown tree. It was agreed that funding could not be forthcoming unless the tree was cut back, which would require planning permission. Yuletide The 2014 Yuletide made a profit of £1,068.84 (£706.06 pending). There was £6,884.81 in reserve and £2,000 would be put towards the new LED Christmas lights. The cost of the new lights was £7,016.65, although this would reduce by £2,000 with the grant from the Yuletide commiee. It was agreed to purchase the lights. Car parking It would be possible to create up to six parking spaces on the The Lees verge side by moving a mound of earth and puing down grass maing. This was agreed with a budget of up to £500. Local plan There were no changes for the parish except to include The Fen as recreation land. The chairman would respond to Maidstone Council commenting on adherence to the new gypsy and traveller policy, the fact that the playing field at Syngenta had not been included and that a site at ref H1(77) had been allocated as in the parish when in fact it is in Collier Street. Flood wardens Flood warden training had been undertaken. School alarm The alarm continued to go off, on the last occasion it went off for five hours during the night. There appeared to be no process to get it reset and residents of Vicarage Road were complaining. The parish council would write to the head of governors to ask for resolution.
