Kingswood Crime report There had been two burlaries in Cayser Drive, theft of a vehicle in Gravelly Boom Road; and theft from a vehicle in Cayser Drive. One incident of anti-social behaviour had been reported in Cayser Drive. Cllr Annee Friend said she had received very positive feedback about the effectiveness of a police presence in the parish. Sports field The clerk had contacted Sovereign Play Systems about the safety chains on the basket swing that were not connected at installation. Concernwas expressed about the two sets of musical instruments that had had to be repaired already. No reply had been received. Itwas agreed that the clerk should write to the head office and the directors of the company by recorded delivery. Pedestrian crossing Cllr Friend had asked KCC about the possibility of a pedestrian crossing near the village hall but as there had been no serious accidents or fatalities this would not be considered. Itwas agreed to seek a meeting with KCC Cllr Jenny While to discuss options. Pre-school The meeting heard that the pre- schoolwas struggling financially as it could only meet four mornings aweek. Following discussions with the village hall commiee itwas agreed to extend this to five mornings aweek, term-time, from January. However the pre-school would need to provide a business plan. Tall trees Tenants had said the valuation figurewas unrealistic. Mr Coles, who had carried out the valuation, had agreed to act as a negotiator.

Community support The clerkwas asked to thank Mr Fleck of the Plymouth Brethren Christian Church for its offer of help and advised that she would contact him as and when any issueswere raised that it might be able to help with. Dogs There had been an incident at the playing field when a dog ownerwas asked to put her two dogs on a lead as they were jumping up and down. Shewas physically and verbally abusive, which left the lady quite scared so she reported this to the police. Members noted that peoplewere still not clearing up after their dogs. MaintenanceA worm cast treatment and autumn fertiliser had been applied at the Memorial Playing Field. Post box The new post box on Chart Road had been installed, following the collapse of the wall containing the previous one. Nameplated Members noted the new dead end “T” street nameplates for MercerWay and Marsham Crescent had been installed.


Coxheath


Local plan The parish council submied a strongly-worded response to Maidstone Council on the latest regulation 18 public consultation on the Maidstone Local Plan. Traffic calming Kent Highway Services apologised to the parish council concerning the delay in completing a small number of outstanding tasks in relation to the Heath Road traffic calming scheme. Heathfield housing Representatives of the

parish councilwere to meet with developers of the Heathfield site (at the eastern approach to the village) to raise concerns over how the site traffic would be managed and what steps would be taken to minimise disruption to the village during construction. Neighbourhood plan Despite the parish council’s actions to oppose any changes to the development proposals contained in the Coxheath Neighbourhood Plan, Maidstone Council voted to increase the proposed number of homes to be built at Linden Farm from 40 to 74. Community warden Adam McKinley will hold surgeries every Thursday from 3pm- 4pm at Coxheath Library. He will also be available for public consultation on two Fridays per month from 8pm-9pm in the parish office at Coxheath Village Hall. HGV traffic The parish council had complained to Maidstone Council and KCC about the excessive HGV movements to and from a new building development at the north end ofWell Street in Loose and the damage to verges and potential danger to residents. CCTV system The parish council finance commieewas to consider a request from the village hall management commiee for assistance towards upgrading the CCTV system overlooking the play area and car park.


East Farleigh


Crime report PCSO Mahew Judges sent a report of crimes: a dog had been stolen from Gallants Lane but later returned; a theft by finding of flower pots in Dean Street and barbed wire had been cut in Dean Street. Lower Road A councillor had inspected the verges andwalls next to the pavement between Vicarage Lane and Priory Close. Rubbish had been dumped behind the fence, the ragstonewallwas crumbling and many of the vertical paving slabswere loose and potentially dangerous. The council agreed to contact the landowner and fix a site meeting with two councillors to establish responsibilities. Draft budget Therewas some general discussion about the budget for 2016/17 and itwas agreed to look at it again at the December meeting. Local plan Itwas agreed to back the KALC response to Maidstone Council’s draft local plan, but the reponse would emphasise concerns over speed and volume of traffic. Car park The council had not received a response or payment from TripleMabout the resurfacing of the car park so it was agreed to put in place what was required to pursue it as a small claim. Maintenance contract The wording of the tender documentwas agreed, along with the task list for the village maintenance and lier picking. The clerk would contact the four agreed contractors inviting quotes for consideration at the next meeting on December 1.

Lighting The light outside 6 Court Broomeswas not working. The clerk had reported it. Play area Therewere some very small holes in the Tarmac surface.


Loose Community warden Liz Lova had


received ongoing reports about doorstep sellers in the parish. Itwas important that people report this to the police. Several bank scams had been identified and people needed to be aware that the bank would never ask for personal details such as account and Pin numbers. Crime report There had been three minor thefts – in Leonard GouldWay, Pickering Street and Kirkdale Road. Young riders of mopeds using footpaths had been spoken to and their parents had been involved. Parking Maidstone Council parking officers would again be monitoring parking around Loose school. Planning The neighbourhood planning group would be working closely with Feria to get the wheels turning again. Fete The eventwaswell aended and successful with a full complement of stallholders. Thankswent to members who helped on the day and other volunteers. The dog show aracted 50 to 60 entries. Gate Following a meeting with KCC Cllr Eric Hotson, an application form had been signed for £1,000 from the member’s grant scheme for reinstatement of the historic gate to the King George V playing field. AllotmentsA quote from Isle Landscapers had been accepted by the McAlpine Trust to carry out the required work to the allotmentwall. Therewas no imminent danger.


Marden


Police report There had been four crimes since the last meeting: one theft; a theft from a vehicle; interference with a vehicle and a case of criminal damage. Bringing the police dogs to the village had encouraged residents to call the police with their concerns. These had been taken up and parentswere being spoken to. The CCTV camerawas still positioned at the shops at Church Green and no further issues had been reported. There had been reports of flytipping in Paenden Lane and Sheephurst Lane which had been reported to Maidstone Council. Community warden Golding Homes had been running archery tag sessions on a Monday evening and since this had finished the children’s centre had been arranging forestry events at the Cockpit open space.Awareness sessions would be run regarding the defibrillator. Mira Martinwas beginning winter road safety talks and would also look to bring some outreach workers to the village regarding drug issues. Office back-up Cllr Ian Newtonwas looking intoways of backing up the computer system. Local needs housingA new application for local needs housing on land at Highfield House, Maidstone Road had been submied to Maidstone Council. Memorial hall roof The second payment had been made making a total of £192,715 paid to date. Workwas on track and could finish ahead of schedule. The majority of the scaffolding had been taken down and only the roof above the parish office and flat remained to be done. Gueringwas being erected.
