Planning issues Borough Cllr Mahew Balfour heard about the perceived failure of planning enforcement to take action with respect to Big Motoring World, Stubblesdown and theWinsor yard. Due to a declared interest Cllr Balfourwas unable to comment on theWinsor planning application but asked to be copied in on the correspondence with planning enforcement regarding Big Motoring World and Stubblesdown. He offered to find out why the parish council had not received a response to their leers. Members said a concerned resident had said the owner of Big Motoring Worldwas trying to buy property next to his current premises with a view to expansion. Schools County Cllr Sarah Hohler said OamPrimary School had been rated outstanding by Ofsted. New schoolswere planned for Leybourne Chase and Kings Hill. PCSO Laura Bullen had left Kent Police and Addington would now be looked after by PCSOs Callum Boyd and Ross McMillan, who also look after Snodland. Members expressed concern about how much time they would be able to devote to Addington. Crime reportA bicycle had been stolen from a vehicle parked on the drive of a property in Aldon
Lane.Awacker and sod cuerwere stolen from an open barn in Addington Lane, Troiscliffe.A garagewas broken into on London Road in Ryarsh and golf equipmentwas stolen. Defibrillators The defibrillator in Troiscliffe Road had been checked. The clerk said the defibrillator at the Jet Garage on the A20was fully operational. The key pad had been fixed and the equipment had been checked. Seven Mile Lane Itwas noted that there was still a redundant post on thewestern side of the roundabout. Memberswere concerned about the lack of road markings and felt itwas confusing for motorists. The clerkwas to contact KCC. SpeedWatch The clerk said two sessions had been held and two morewere planned. Parish plan Cllr Patricia Garre said the questionnaire had been delivered. The clerk was to place reminders and posters about the survey on thewebsite. Emergency plan This had been distributed and a copy had been placed on thewebsite. Road signsA parking sign needed to be reinstated near the layby on thewestern side of Stubblesdown. The requestwas passed to Tonbridge and Malling Council. The clerkwas asked to contact the highways steward again to get the golf club signs on the M20 removed. Vegetationwas blocking road signs in the village – the clerk had submied an individual report for each sign. Drain problem Therewere possible problems with drains in the area near to The Paddocks in Woodgate Road where the road kept flooding. KCCwas continuing to investigate. Footpaths Paths on the A20 needed clearing of vegetation. Members noted that some sections had been cleared. Addington Green Twenty oak posts had been installed on the Green. The contractor had been unable to install the final 10 posts near the junction of Millhouse Lane and

Troiscliffe Road as therewas a large section of concrete which would need to be dug out, the cost of which would be prohibitive. Itwas resolved to replace the old posts at the top of the green with the 10 oak posts. Picnic benches Memberswere disappointed to see that the owner of the Angel Inn had placed three picnic benches on the Green. The clerk had contacted the owner who had said they would be removed. Moles The grass contractor had complained to the clerk about the unsafe positioning of the traps. The mower had triggered one of the traps which could have caused serious injury. The clerkwas asked to contact Judy Grimes and ask her not to install any more traps until further notice. Weald Grammar School Members heard that the school had changed the ranking of its catchment area to the detriment of residents in Addington. The clerk had contacted the clerk ofOamCouncil who had confirmed that they would be happy to support a representation about the change. The clerkwas to sent a leer expressing their disappointment and outlining the implications for children in the village.
Aylesford
Buses The chairman and clerk aended a meeting with Trenport regarding public transport for Peters Village. These will include an additional bus service between Medway and Maidstone calling at Eccles and Aylesford, making a two per hour service, quite exceptional for semi-rural locations. The additional service will commence in about 18 months when an agreed proportion of the development is occupied. Dog fouling The chairman aended a recent bag and flag event at Eccles recreation ground with the PCSO and Tonbridge and Malling Council representatives when 47 depositswere marked. He expressed his strong concern about this ongoing problem in all areas of the parish and the need for it to be firmly addressed. He referred to an offender actually observed by the PCSO and spoken to on the spot. Itwas agreed that this would be an agenda item for a future environmental services commiee meeting including what local powers the parish council has in this maer. Amanda Neimer, resident of Eccles and Tonbridge and Malling Council lier enforcement officer confirmed that the borough council had zero tolerance on dog fouling and that any offender observed by an official would immediately receive a fixed penalty notice. The borough council would also act on any report from a member of the public. Car park Ms Neimer asked for a progress report on the new Eccles car park. The clerk was seeking agreement to the details of the conditions of planning permission regarding lighting and the bund. The contractor had been appointed and work could begin as soon as planning permission was confirmed. Ms Neimer asked whether on completion of the car park, additional double yellow lining would be installed around the Victoria Road area. The clerk advised thiswas a maer for the borough council as the parish had no authority for parking enforcement. Play area Sue Barnes, of Eccles, asked the
parish council to consider fencing the children’s play equipment in the village, as itwas in an area particularly affected by dog fouling. The clerk reported initial inquiries on cost had been made and would be considered in commiee. NeighbourhoodWatch Anna Morrell, of Eccles, asked who she should contact regarding the re-establishment of a NeighbourhoodWatch in Eccles. The clerk advised thiswas a police initiative. She asked if the parish council had any information regarding the 150,000 additional houses reportedly required in Kent and what plans therewere for the Aylesford area. The clerk reported that the publication of the Tonbridge and Malling Council local planwas expected in the autumn and the parish council would have an opportunity to comment. Bushey Wood developmentwas likely to be included. Social media Ms Morrell asked if the parish council had considered membership of any social media sites such as Facebook or Twier. She felt this would give more opportunity for connection/information with local residents. The clerk would report on this to the policy and resources commiee. Lighting KCC intended that its project to change all street lighting to LED would be completed by the end of 2017. The clerk proposed that at some time in the future KCC should be approached to ascertain whether parish lighting could be incorporated into its scheme to convert all lighting to LED adoptable standard. Crossing KCC Cllr Peter Homewood said that monitoring of traffic speed and pedestrian numbers in Bull Lane, Eccles had taken place, and the indicationswere that the required criteria on both counts for a pedestrian crossing had been met. When confirmation had been received, funding would be discussed, with the parish council also considering whether it could offer financial support. Parking The borough parking enforcement officers’ base had moved from Tonbridge to Kings Hill. Itwas hoped that this would strengthen enforcement requirements in this parish. Coaches Issues relating to recent events concerning coaches travelling through Aylesford to The Friars, rather than via Rochester Road, continued to be addressed.

Pharmacy Chairman Bob Ulph reported he had been in touch with the pharmacy applicant and a new applicationwas going to be submied. Air The meeting brought to the aention of boroughward councillors that the poor air quality at M20 J4was not registered by the borough council as a pollution area despite the Campaign for Rural England’s report that the areawas the second worst for pollution in Kent. Public forum The discourteous behaviour of some drivers using CastleWaywas discussed, aswas the state, maintenance and position of SLOW signs painted on the road surface of Rectory Lane South. Regeneration Cllr Michael Mearns briefed members on two meetings he had aended with borough council officers and Lile Market Row businesses to discuss a £3,000 regeneration grant available through Tonbridge and Malling Council.
