industry may be the dubious future of highway funding. The American Trucking Associations’ chief lobby- ist, Chris Spear provided insight from Washington where Congress has been loitering around the issue with very little action proposed. Unfortunately, Spear’s predictions for federal highway funding are of disappointing short term

patches like we’ve seen in the past—not the long term solution the American Trucking Associations and Arkansas Trucking Association have been hoping for and working toward. Spear’s predictions were confirmed
by Keynote Governor Asa Hutchinson who arrived Thursday afternoon to share with conference attendees his plans for a working group to research alternative funding for state highways. Governor’s Hutchinson’s presenta- tion was followed by the final execu- tive forum, in which Scott Bennett, director of the Arkansas Highway and Transportation Department, also spoke of crumbling infrastructure and how the lack of federal funds has affected the state. “The good, the bad, and the ugly” was how he described the situ- ation that has forced the department
