A WIN IN ARKANSAS In Arkansas, Bennett said the
AHTD did have some successes dur- ing the recent legislative session, “as long as there wasn’t additional fund- ing attached to it.” Act 594 lets the Highway Department use oversize/ overweight permit fees at its discretion. Previously, that money went entirely to the Highway Police. Act 849, which the Arkansas Trucking Association sup- ported, allows the Highway Police to use automatic license plate scanners. Act 704 allows the AHTD to acquire funding from private revenue sources, which Bennett in an interview said could be used to find sponsors for rest areas or to create motorist assistance patrols. express support for toll roads when asked for suggestions for highway fund- ing during public meetings. He doesn’t like that option. According to a study, the one area where it could be feasible would be I-40 from Little Rock to West Memphis, but that would require over- coming federal hurdles. He remarked that it had been many years – if ever – since an AHTD director
had addressed the Arkansas Trucking Association, but he struck a hopeful tone.
“We do have a lot of common
goals,” he said. “Sometimes we might take a little bit different path to try to get there, but we do have a lot of com- mon goals, and it’s really good to be able to try to work together to meet those goals.” ATR
