New PCSO The parish councilwelcomed Dougie Muir, the new PCSO for Loose. He outlined his background and explained that hewas still in training for the role. The crime figureswere unavailable at the time of the meeting but the PCSO confirmed that he would supply a backdated list of these directly to the clerk. Village sign Loose Amenity Association (LAA) had contacted the parish council regarding the erection of a revamped LAA Loose village sign on a piece of grass outside the BT exchange in Loose
Road.An email confirming its supportwas requested from the parish council to be forwarded to the landowner, whichwas agreed. Neighbourhood plan The revised quote from Feria had been accepted. There had been delays and as a result it had been necessary to revise the dates. The outline document meeting would now be in September and submied to Maidstone Council, with publication before Christmas. Meanwhile the steering group would complete the background work. Information would be presented at the annual parish meeting and at the fete on September 5. Further funding might be available from
locality.org.uk.A£750 grant had been received from KCC Cllr Eric Hotson. Resignation Chris Lack had resigned from Loose Neighbourhood Plan Steering Group and would be very much missed. The parish council thanked him for his help. Pavilion After a meeting with the architect, itwas agreed the exterior of the new pavilion should be brickwork to the first floor with cladding up to the roof. Revised costs would be needed to ensure that the project would not exceed budget and these would be confirmed in due course. Itwas confirmed to the architect that the hall would be used for all ages with ongoing groups and classes, community hub, meeting rooms, 200-seater auditorium with a bar, parish office, police office, storage area and changing rooms. Itwas agreed that the plan should be finalised and sent to the Maidstone Council planning department in due course to obtain planning approval. Human resourcesAhuman resources board would be set up for the purpose of staff appraisals and other issues. The board would meet in October each year and would be initiated as a commiee of the parish council. Extra meetings would be permied provided 14 clear days noticewas given.

Police report PCSO Nicola Morris reported there had been nuisance youths in fields be- hind Meades Close/Bramley Court and talks were ongoing with the youth leader and communitywarden. Youths with catapults at the playing field and Bramley Court had been identified and parents spoken to. Public conveniences/CCTV After its fund- ing bid, the parish council had received no further information on whether its applica- tionwas successful. However, after several acts of vandalism and anti-social behaviour, itwas decided to buy one camera for the car park. Playing field Golding Homes still said that the conifers at the playing fieldwere not on its land. It would not agree to their removal if it did own the land. If the parish council decided to remove them, Golding would then have to look at building awall or fence. Golding Homes would be notified by letter that the trees would be removed. If no re- sponsewas received, the clerk would arrange removal. Mounting block This had been refurbished and moved along the High Street together with a new tree being planted.
Staplehurst
Neighbourhood plan Cllr Green said that as thiswas his last council meeting he wished to commend the work to date and hoped the parish council would press forward with it. Caretaker The caretaker would hopefully be fit to return to work. Meanwhile volunteers, councillors and office staffwere picking up lier. Five Oak Lane Cllr Gosling advocated measures to deal with heavy and speeding traffic in Five Oak Lane, including a 30mph limit and signs and line marking at the Five Ash Lane junction. Itwas agreed to raise the concerns with Kent Highway Services and KCC Cllr Eric Hotson. Licensing Issueswere raised about events being held and promoted at Hush Heath Winery not covered by the premises’ licence. Noise and traffic issueswere discussed. Councillors noted the advice of the senior licensing officer that a temporary events notice could be issued up to 12 times a year (15 in 2016). They asked for further information on whether local residentswere advised and what groundswere considered by the environmental health officer when considering a request for such a notice. Planters The cost of planters for possible mounting on the High Street railings had ben investigated and would be £55 each. Woodland Forestry First had inspected the trees at the Oliver Road woodland and one tree gave cause for serious concern.A wrien reportwas awaited. Election Cllr Rory Silkinwas elected chairman for the forthcoming year and Cllrs Burnham and Kellywere elected vice- chairmen. Parish council surgery Councillors agreed to consider holding the June surgery, scheduled for the date of the carnival, at the event itself.
Yalding
Development Councillorswere briefed on the potential development off Kenward Road. This sitewas added to the call for sites after the deadline andwas rejected, this being the reason the parish council had no knowledge of it. Itwas agreed that the
parish council should reiterate to the developer the reasons that Maidstone Council rejected the site and include traffic problems at town bridge. Teiseside NurseryAdeveloper has suggested it is to submit a plan for local needs housing on the Teiseside Nursery. This sitewas rejected from the local plan as itwas surrounded by a flood zone three area. No local needs housing scheme would be permied in an area liable to flooding. The parish council could not support the plan. Lier The clerkwas still awaiting flytipping posters from Maidstone Council. Foulwater The chairman had wrien to Martin Jeynes, head of environmental health at Maidstone Council, to pursue the problem of foulwater on Symons Lane. Borough Cllr Annabelle Blackmorewas in dialogue with SouthernWater and had asked for details to be passed to her. Out of hours The clerk would purchase an Orange pay as you go mobile and draw up an out of hours rota. Town bridge Phil Sully undertook a traffic survey to compare with one he had done about nine years ago. Unfortunately, itwas inconclusive due to roadworks on the approach roads. The chairman had also emailed KCC for an update on proposed rural traffic modelling. Weight restriction enforcement Police had given permission for a LorryWatch, suggesting threewatches in three different locations on separate days. PCSO Nicola Morris would coordinate. Moles The clerk had declined the offer to sort out the mole problem at The Kintons. Yuletide lights request The clerk had informed the resident of Collier Street that she may borrow the yuletide lights at her own liability. Flooding update The first meeting of the Flood Funding Forum (FFF) had been held. KCC Cllr Mahew Balfour said the proposed flood defence schemewas fully funded. Places to store sandbags had been established and Maidstone Council would be informed. Cale Itwas agreed that rather than purchase cale this year, five should be grazed by Mr Stead. Jubilee FieldAmeeting would be arranged with the Friends of Laddingford School who had indicated improvements they wished to be made to the Jubilee Field. HighwaysAdrain cover in Vicarage Road was in danger of breaking and the verges were starting to erode. Toilet Itwas agreed to put a portable toilet on The Fen until September 30. Training The parish council now had three trained treewardens and training for pond wardenswas imminent. Itwas agreed to donate £50 to Kent Tree and Pond Partnership to allow for free training and advice. GrantArequest for a grant of £1,000 for the football club had been circulated. Itwas agreed on condition the moneywas spent on the youth teams. Flood fund There had been no requests from the flood fund for several months so the church had decided to transfer the balance of £341.57 to Relief in Need. Nelestead verges Cllr SymonWilson asked that the parish council writes to Nelestead Parish Council drawing aention to the lier problem on the verges approaching Yalding.
