Chairman elected Cllr Peter Forknallwas elected chairman. Cllr StevenWaringwas elected vice-chairman. Police report Residentswere urged to consider extra security such as shed alarms and CCTV. PCSO Douglas Muir spoke about the recent complaints of cold callers and advised residents to check IDs and initially decline the request, giving time to research the organisation involved. Elderly residents should take extra precautions such as using door chains. The Red Cross would be canvassing in the area. Annual parish meeting Itwas agreed that the eveningwentwell and that the talkwas interesting. Memberswere disappointed that itwas notwell aended by parishioners. Itwas agreed to give Mary Underdown a £20 voucher for her help in providing refreshments. Chart Corner Members considered a request to make Chart Corner a one-way system as parked cars made it dangerous for pedestrians. Another optionwas to close one side of the ‘triangle’ to traffic, making it pedestrian-only. Itwas agreed to add this to the list for the next meeting with Cllr Eric Hotson. Mobile speed devices Kent and Medway Safety Camera Partnership and Kent and Medway Casualty Reduction Groupwere looking to invest in mobile speed indicator devices that could be aached to lighting columns or sign poles. The clerk had requested that the parish remained on KCC’s list of parishes wishing to “borrow” the signs. Footpath Improvements to the footpath from Ivan’s Field to the Memorial Field had been completed and the clerkwas awaiting an invoice from Kent Highway Services. Football pitch licences Itwas agreed to offer licences to one team each from Tri Sports FC and Three Suons and two teams from Bearsted for next season for £490 for 12 matches with each additional match incurring an extra charge of £43.Arequest was considered from a men’s team to use the pitch on Sunday mornings. However, members decided that the extra use could be detrimental to the pitch. There had been complaints about rubbish left on the field after matches. The clerk would advise teams that they would be asked to pay to clean up the rubbish if this continued next season. Bus problems Borough Cllr Steve Munford said there had been problems with the 59 bus after the closure of Green Lane. The clerk at Boughton Monchelsea Parish Council had contacted Arriva to ensure this was not repeated. Tree services Approval had been given for Aspen Tree Services to fell the tree on the green for £250 + Vat. However, the billwas £280 + Vat, as Aspenwas asked to remove surrounding vegetation. Itwas agreed to retrospectively approve this.

Junction safety Kent Highway Serviceswas asked to look at concerns raised about the safety of the junction of Amsbury Road and Hunton Hill. Parking Residentswere reminded to park responsibly in the village and to ensure accesswas left for emergency vehicles. Youth activities Therewere only five responses to the questionnaire on youth activities which had been published in the Village News. The parish councilwas to reconsider its strategy on future youth services.


East Farleigh


Crime report PCSO Matthew Judgeswas unable to attend but reported one crime in the last month – a burglary other than dwelling in Stockett Lane. Officers elected Cllr Glyn Charltonwas re- elected as chairman and Cllr Peter Beasley as vice-chairman. Accounts Members received and approved the accounts for 2014-15. Car park The clerk had ordered and received the paint for remarking the parking bays. However, itwas felt that the cost of the paintwas too great at £200 a time, especially as the job would need doing two to three times per year. Itwas agreed to purchase an applicator and cheaper paint which itwas thought would cost £100 per time. The clerk would try to return the paint already obtained. TripleMhad not responded to the clerk’s second request to redistribute the gravel so itwas agreed that two members would take up the issue. Bridge working party Councillors agreed to get a quote fromDHAto review the bridge feasibility study in the light of the extra ideas raised by the bridge rage Facebook group. Following the injury of the gateman at the level crossing a meetingwas planned with Network Rail, Kent Highway Services and representatives from the parish council. Footpath The fete commiee had expressed an interest in improving the surface of KM37 (the Horseshoes path from Vicarage Lane) and Public Rights ofWay (PROW) seemed keen to help. The clerkwas to arrange a meeting with the PROW officer. SpeedWatchAsession at the Heath Road end of Dean Street had resulted in 29 new observations, eight leers of advice (two second detection) and six cautions for being 50% over the speed limit. Two new Speed Watch sites had been approved – one on the grass verge at Kilnbridge Close and one on the verge at Priory Close. Bench The fete commiee had asked about the possibility of buying a bench to go on the Horsewash land by the river. The land was owned by the parish council and leased to the commiee. The council had no objections but thought that the leaseholder should be consulted. The clerk would do this.


Hunton


Village club KCC Cllr Paulina Stockell said she might be able to help with funding for the roof repairs. Playing field Therewere several holes in the car park at the King George V playing field, whichwere due to be filled at a cost of £200. The French drainwas working. Approximately £5,500 remained in funds.


The commiee had agreed to pay £185 towards the hall’swaste system costs. Tregoning’s Trees would be contacted to check whether the quote for topping the poplar trees had changed. The bowls club had put two new doors on the ladies’ toilets. Wasteland Considerationwas to be given to clearing and planting thewasteland behind the football pitch. Cricket pavilion The brickwork had been completed, concrete poured and thewalls had been erected. The scaffolding and roof were due to go up and the doors and windows installed. The building would then be madewatertight before first fix electrics and plumbing. Therewas a potential issue with power. It would be preferable to have a supply from the back of the village hall but the electrician needed to confirm this.Atrench would need to be dug across the outfield. The projectwas within budget and the first tranche of Sport England funding had been received. The outfield had been rolled and would be reseeded in time for autumn. Village hall Christina Harrisonwas resigning from the commiee and the post would be advertised. The hall’s main users were the pre-school and the judo club. Weekends had been booked from mid-June until September. The peforming rights licence had been obtained. CCTV and intruder alarms had been installed. Primary school Headteacher Herschel Santineer said the schoolwas building links with the community and parents had been reminded to park considerately. The school was grateful for the repairs to the footpath andwas holding awalkingweek to encourage parents to use the path. Mr Santineer offered to show members around the school. Walking bus KCC had given approval for thewalking bus but only one person had volunteered and only three childrenwanted to take part. Footpaths The puddles on the permissive footpath had been filled with one tonne of gravel – another tonne would be required at some point. KCC would reimburse the parish council for the cost of the materials. The barrel near the footpath had been put there for security reasons. Road repairs Lughorse Lane had been closed for pothole repairs and the surface of East Streetwas to be reskimmed. Speed limit In a meeting with Kent Highway Services members asked for a 30mph speed limit through the village to Yalding and for signs to be taken down near Bishops Lane. Cllr Stockellwas to be asked to fund a vehicle count and speed survey. Traffic calming in the form of coloured blocks would be installed at points onWest Street. Apermanent 20mph limitwas requested outside the school. Kerbing KCC had offered to share the £25,000 cost of kerbing onWest Street from the village hall towards Lughorse Lane. Cllr Stockellwas to look into contributing to the cost. Bus stop Kent Highway Serviceswas asked to consider moving the bus stop at the junction with East Street andWest Street to a safer location. HGVsigns Mike Summersgill said there were twoHGVsigns on Redwall Lane at George Street but no signs facing the other direction. Cllr Ron Porter agreed to look into this.
