taff changes during 2014 included the retirement of Communications Specialist Janice Dixon in October after 14 years at CALEA. Additionally Planning and


Research Coordinator Reginald Newell retired in December after 14 years of service.


CALEA staff lost an incredible member and resource to the process. On July 19, 2014 Regional Program Manager Stephen Mitchell passed away after 22 years of service with CALEA. The Commission will always appreciate and remember Steve’s contribution to CALEA’s mission.


In May, Kimberley Crannis was hired as an Assessment Coordinator. This full-time position enhanced client support through the assessment process. In November, five part-time regional program managers were hired. Timothy Baysinger (North Central), John Gregory (Mid-Atlantic), Paul MacMillan (Northeast), Randy Scott (Southwest), and Daniel Shaw (Great Lakes) were introduced at the November CALEA Conference. This additional staffing increases the support for client agen- cies and provides more regional services.


In January, the CALEA Board was joined by three new Com- missioners; Hassen Aden, Marcus Brown, and John Kit- tredge. At the end of 2014, CALEA Chairperson J. Grayson Robinson concluded nine years as a Commissioner, the last year as Chairperson/President of the Commission. Commis- sioner Stephen DeBenedittis left after six years of service, and Commissioner Linda Pillo also left the board after three years of service.


Multiple updates were made to the CALEA electronic publica- tions, maintained by PowerDMS™; a Spanish version of the Standards for Law Enforcement Agencies was published; and each of the individual standards manuals were updated to reflect the changes approved by the Standards Review and Interpretation Committee (SRIC).


The Commission worked with the International City and County Management Association (ICMA) by sharing train- ing venues and conducted an audio conference with ICMA membership about the value of accreditation.


The Commission’s Advisory Board of chief executive officers from enrolled agencies was implemented in May 2014. The board met quarterly to provide feedback on current issues impacting accredited agencies.


CALEA developed an Ad Hoc Committee to review and submit recommendations on revising the assessment model. Sec- retary Richard Myers led the committee which met several


times during the first half of the year. The new model focuses on annual remote file review and on-site reviews every four years. The Commission approved the proposal at the November CALEA Conference in Albuquerque, New Mexico.


In conjunction with the new assessment model, an Ad Hoc Committee was created to review the assessment report. The committee focused on developing a streamlined report- ing system that responds to promoted standard related questions. As chair of the committee, Secretary Richard Myers submitted a proposed report at the November CALEA Conference in Albuquerque, New Mexico. Information was also collected on the development of the tool within a web- based application.


CALEA staff worked with representatives of the Prison Rape Elimination Act (PREA) Resource Center (PRC) and staff liaison from the IACP to develop a process to support PREA Standards through the CALEA service delivery model. The PRC staff did not engage in establishing CALEA assessors as PRC auditors. CALEA was successful in providing names of CALEA assessors that would serve PRC well as auditors.


Technology enhancements were made by establishing Ariett, a web-based expense reporting system. Staff received training and the system was implemented September 1, 2014. The returns in- clude greater efficiency, paperwork reduction, and accountability.


CALEA began research and development to implement a CALEA App (application) for conference information. Staff presented vendor reviews, pricing, and other issues impacting the project to the Commission for awareness at the November CALEA Conference. The initiative will reduce printing costs and improve communications with conference attendees.


Staff developed a CALEA Client Survey to solicit feedback on client needs and priorities related to conference activi- ties, specifically the celebration banquet. The survey was distributed to clients in March with a completion deadline of May 15, 2014. An analysis of the data indicated there is support to change the format of the banquet. There is over- whelming support for the presentation of the award letter to be presented prior to the banquet. It is also important to recognize those in favor of change represent about 60% of the comments, leaving a substantial amount of attendees that like the format. Any change would clearly not result in a consensus.


At year’s end, CALEA had 1044 clients enrolled, reflecting a 95% retention rate and a total of 65 new clients for the year.
