The biggest threats to North Atlantic right whales are ship strikes and entangle- ment in fi shing gear. NOAA has taken a vari- ety of regulatory and non-regulatory steps to reduce these threats to the species’ long-term survival, such as ship speed restrictions in certain areas and fi shing gear modifi cations..


NEFMC Groundfi sh Research Program Supplemental Request for Proposals Deadline for Submission: March 17, 2015 The Northeast Consortium, under con- tract to the New England Fishery Manage- ment Council (NEFMC) invites proposals for collaborative research programs that involve partnerships between scientists and commercial fi shermen that focus on New England Groundfi sh. The Council has made additional funding available for this con- tract. Priority in this supplemental request for proposals will be given to proposals that address a recent recommendation adopted by the Council and outlined below: 1) Research projects that improve understanding of groundfi sh spawning. Pro- posals might include research that enables the Council to improve groundfi sh spawning protection by increasing the understanding of groundfi sh spawning activity or aggrega- tions of spawning groundfi sh. The Northeast Consortium may choose to convene a work- ing group(s) to discuss potential solutions to one or more of the research recommenda- tions listed above.


This request for proposals includes the background, goals, and objectives of the Northeast Consortium; and general guide- lines for submission of proposals. The Northeast Consortium encourages and funds collaborative research and mon- itoring projects that create effective, equal partnerships among commercial fi shermen, scientists, and others. The Northeast Con- sortium consists of four research institutions (University of New Hampshire, University of Maine, Massachusetts Institute of Tech- nology, and Woods Hole Oceanographic Institution). interface with stakeholders, and are respon- sible for funding decisions. An Advisory Committee provides programmatic advice and guidance and makes recommendations regarding the selection of projects to the representatives of the Northeast Consor- tium. Funding will be administered by the University of New Hampshire on behalf of the Northeast Consortium. Groundfi sh Re- search Program funds will be distributed via an open competition, which is announced through this RFP.


Proposals will be evaluated for the importance of the idea and its relevance to the New England Fishery Management Council’s objectives, as well as the technical approach and likelihood of success. Proposal Concept


Proposals should explain the central concept and the plan of work in suffi cient detail to be understandable to a reader knowledgeable about fi sheries research, oceanography, and management. Proposals may originate from the commercial fi shing community, fisheries managers, ocean- ographers, or any other interested person and must identify by name all scientists and commercial fi shermen involved. The Northeast Consortium encourages projects that allow and promote broad participation among scientists and fi shermen. The North- east Consortium aims to fund projects that are conducted in a responsible manner, in order to minimize any negative environ- mental impacts, and be consistent with accepted ethical research practices (e.g., use of animals and human subjects in research). Prior to receiving funding, proposals will be reviewed by the National Marine Fisheries Service for environmental and regulatory impacts. Projects that involve the care and use of animals may require review by an approved Institutional Animal Care and Use Committee (IACUC). These reviews will infl uence the timing of funding release.

Submission of Proposals


Proposals must be submitted electroni- cally via email attachment to Northeast Con- sortium Director, Chris Glass (chris.glass@ unh.edu). Proposals must be received by the Northeast Consortium no later than 5:00 pm on 17 March 2015. Proposals should be sub- mitted as a single PDF document, however, proposals will be accepted as a single MS Word document with attachments as noted below. Late submissions will not be consid- ered. Fax or land mail submissions will not be accepted.


Proposals should include the following:


Title Page to include Principle Investigators and Lead Institute as well as Additional key Project Participants; Project Summary; Proposal Narrative that should include: Problem statement; Relevance of project to priorities of this RFP; Project objectives and methods; Project signifi cance, anticipated outcomes and deliverables; Project timeline; Detailed budget and justifi cation; Curricu- lum vitae of collaborators; Letters of support will be accepted but are not required. Format: Proposals are limited to 15 pages, including all narrative, fi gures and tables. Title page, references, budget, Cur- riculum vitae and letters of support are not considered part of the 15-page limit. Propos- als should be prepared using font size 11 or larger and with standard 1” margins.


Commerce announces 2015 out-of-cycle regional fi shery council appointment The Commerce Department today announced the appointment of Kenneth “Kenny” Down of Washington State to the North Pacifi c Fishery Management Council. Under this appointment, Down will serve on the council until August 10, 2017. The North Pacifi c Fishery Management Council is one of eight regional councils established by the Magnuson-Stevens Fishery Conservation and Management Act that prepare fi shery management plans for marine fi sh stocks in their respective geographical areas of responsibility. NOAA Fisheries works closely with the councils during plan development and reviews, and approves and implements the management plans developed by the councils. Council members represent diverse constituents including commercial and rec- reational fi sheries, environmental interests and academia. Down is being appointed due to the resignation of a council member. If a council member resigns prior to the end of his or her term, NOAA Fisheries solicits nominations specifi cally for the vacated seat, following the same process that occurs as part of the annual appointment process.
