dents had been removed from the school buses. Te students in the yard had been collected. Te rooms inside were being cleared. Numerous ambulances had come and gone. Tis was all a drill that was many months


in planning. It started on July 19, 2009, with a lunch meeting between Lawrence Hiles from Adam Services, Mike Dobesh, an as- sistant fire chief of the St. Louis Park fire department, and me, president of School Bus Training Company. Te very first ideas were to involve two school buses in a crash, one with wheelchairs aboard. Te planning progressed in earnest


by December. Multiple local fire de- partments that would be involved in providing mutual aid were included. Tis was recognized as an exercise that would include multiple agencies in mul-


tiple emergency fields. Hennepin County Emergency Management officials said they thought they could obtain a grant to fund this exercise. To more overwhelm the emergency community, we talked about it being a suicide bomber instead of a crash. Tis change brought a life of


its own. By this time, we were having bi- weekly planning meetings. Te bomb squad was invited along with military or- dinance experts. When the exercise was finally executed, there were 20 different agencies involved. Each of the agen- cies represented knew they would be
