Playground The annual inspection had been completed and a comprehensive report provided. Therewere a number of issues that needed to be addressed. Maidstone Council would be approached to see if any fundingwas available as part of the strategic playground initiative. It was suggested that quotes be obtained for rectifying the faults.A resident had reported an issue with the plastic tubing on the aerial seat. Police briefing PCSO Trevor Knowles had taken over the area in place of PCSO Philip Carrington-Moss. Therewere three crimes during the month – two thefts by finding and one criminal damage. Lighting trial Cllr Bill Anderson referred to comments from residents in relation to the lighting trial and darker nights. Residentswere asked to put their comments in writing to the clerk. Cllr Nichola Carr pointed out that the action plan compiled in 2004 stated that residents requested an action for traffic calming without street lighting. Itwas also noted that the lighting was to illuminate the highway and not a private road. The lighting trial was set to continue for the full year as previously agreed. Planning Residents who had submied objections to the application for up to 450 new homes at Gibraltar Farm, Ham Lane, were thanked for their support. Councillors agreed itwas important that as many residents as possiblewere encouraged to write to prevent this development. Playing field The lease had been received from Smiths Gore. Therewas a discrepancy in the two site plans and the clerk would make further enquiries to confirm which was the correct one.
Detling
Sign Details received from KCC regarding the interactive signwere circulated. These options would be discussed with KCC Cllr Jenny While, as there was a need for the proposed traffic calming measures to be revisited now that the work had been undertaken along Church Lane. Poppy seeds Cllr Irene Bowie had been in contact with the suppliers of the seeds and there had been no problems. She said these were growing in the churchyard and at other locations in the village. Scragged Oak road sign Thiswas still in need of replacement. The clerk would follow up with Kent Highway Services. CrimesA resident reported a spate of crimes along Hockers Lane, whichwas discussed by members. Chairman’s report The chairman referred to an email received from a resident regarding the drainage works undertaken at Church Lane. The clerkwas asked to liaise with Kent Highway Services regarding an area along Church Lane that had been left open, as there was a need for marker posts to prevent flytipping. ContractorsA resident spoke regarding the contractors using thewater depot and reported that thesewere using the route through the village green again. Downswood
Police report The following crimeswere reported:A spare wheel stolen from a Land Rover; tiles stolen from the Spires Medical Centre; a theft from The Beams; an assault on Deringwood Drive; an aempted burglary in Murrain Drive. Another assault had been reported and a person arrested. Willington Street The resurfacing had been carried out and the road opened on time. Cllr Roz Cheeseman said itwas a “grand” job and the clerkwas asked to thank Alan Casson for his regular updates. Jubilee tablet The meeting heard that stones surrounding the tablet had slipped down. TreesA copper beech tree in open space behind Murrain Drive had died. As this was the third aempt to plant a tree, no further planting of mature trees would take place. The Open Spaces Commieewas to consider planting an acorn. Branches had been broken off a tree at the top of GrampianWay. GP surgery Lack of services at the GP surgery had been noted.A patient had been informed that no doctor’s appointment was available for a fortnight. Cllr Cheesmanwas to aend the patient participation group and enquirieswere to be made about how many patients were registered at the practice. Holly bush Cllr MartinWeekswas to check the cost of a golden queen holly bush as one of the five planted near the roundabout appeared to be dead. Pension policyA draft pension policy based on a pro-forma supplied by KCC was supplied to members for consideration prior to the meeting. Itwas agreed to formally adopt the policy. Willow tree Following a request for information after a person had been seen cuing damaged branches from a willow tree in Mallards, a councillor recalled seeing a black van being parked by the tree all day and branches being removed. PlanningA resident asked whether a kitchen extension in PennineWay had planning permission. The clerkwas to check whether the work had been carried out under permied development rights. Olympicnic Cllr Cheesman thanked everyone for their help in making the event a success. CllrWeeks had checked the price of gazebos but it was agreed to defer the purchase until later when prices could be cut. Itwas agreed to reduce the number of toilets hired from three to two for next year.
Garden competition First place Mr and Mrs White, Kings Acre; second place Mr and Mrs Dallas, Reinden Grove; third place Mr and Mrs Collinson, Church Road. Leers had been sent inviting the winners to collect their prizes at the Christmas ceremony. Flowers and winewere given to the judges as a small thank you. Remembrance Day Councillors Bill Greenhead and Nicky Clifford agreed to represent the parish council.A donation of £40 would be made for a wreath. Poppy appeal David Marchantwas looking for someone to take on the role of
poppy appeal organiser for the RBL. He had been carrying out the role since 1965 andwas looking to retire.
Harrietsham
Tributes The parish council expressed sadness at the deaths of two former members, Robert Hilton and Marjorie Fairall. They both contributed immensely during their time on the parish council and would be sadly missed. Planning The Harrietsham neighbourhood plan had been presented to Maidstone Council, subject to confirmation that a strategic environmental assessmentwas not required. The next stagewas for the plan to go out to public consultation again, this time arranged by Maidstone Council. Vacancy The parish council had a vacancy for a councillor. Anyone applying for the position must be able to aend daytime meetings as required and the successful candidate would become a member of the planning commiee, which meets two Friday mornings a month. Contact the parish clerk for further details. Bollards Travellers arrived in Harrietsham duringAugust and parked various vehicles on the Glebe Field. To ensure that this is not repeated, the parish council had installed bollards to match those which had previously been fied along the edge of Marley Road. This has now secured the whole perimeter of the field. Granted Planning applications for extensions at Northgate Lodge, Stede Hill and 39 Chippendayle Drivewere granted by Maidstone Council.
Leeds
Highway issues Gary Cook said the consultation to reduce theweight limit on the B2163 to 7.5tonnes continued. Itwas likely that the application would be heard by the Joint Transportation Board. There had been a number of objections to the weight limit fromWillington Street residents and local businesses. Parking problem Complaints had been received about theway carswere being parked in Forge Lane and Brogden Crescent. Residentswere asked to park responsibly and in accordance with the law. Police report PCSO Richard Kirby aended the meeting and said there had been two burglaries in Lower Street and Upper Street. BridlewaysA parishioner said bridleway KH260was impassable, and that a trench had been dug and not filled in. Thiswas the responsibility of KCC and any issues should be reported to Public Rights ofWay on 0845 354 0210. Playing Fields Estimates had been sought for the cleaning of the tennis courts and the installation of new nets. Experts had voiced their concern about the playing surface and another opinionwas being sought, but it was feared that the courts might have to be closed until funding could be found to replace the asphalt. Residents who used the car parkwere warned that it would be in use every second Sunday, when they should find somewhere else to park or risk being blocked in.
