est. Personally, I would tend to think that a $296 million special assessment could not possibly be categorized as “maintenance” in its entirety. It is not clear as to how “we taxpayers” are going to determine how much of the Mea- sure K assessment is tax deduct- ible (if any), BUT it is clear that some portion and perhaps all of the increase on your property tax bill should not be on your tax re-

turn if this measure should pass.

Paul A. Brown, EA-CFP Villa Park, CA

Dear Editor: Proponents and opponents

of Measure K agree that many OUSD schools have deteriorated and need repairs. Frequently not- ed is the condition of restrooms. Opponents, and some propo-

nents, believe the deterioration is the result of inadequate main- tenance.

Foothills Sentry Other school districts (includ-

ing most in Orange County) seem to have maintained facilities of similar age without the need for major reconstruction. Proponents of Measure K cite

the property value benefits that result from good schools. How- ever, the primary criteria used by experts is academic performance. There is no evidence that OUSD does not have an adequate num- ber of quality instructors. On the other hand, the increased property tax that results from the bond debt service will have a negative effect on property values. Taxpayers in this district have

entrusted OUSD with a consid- erable investment as represented by the many buildings utilized in the important job of educat- ing our children. By any rational assessment, the district has not maintained that investment well. This bond measure is a wakeup call not only for voters, but for OUSD. The district needs to com- pletely revamp its maintenance program. It needs to consider re- staffing, seek advice from private sector consultants and possibly outsource. Measure K is an attempt to

institutionalize a system that is more in need of change than any of the OUSD buildings.

Dear Editor: There is a way to raise the

$296M for OUSD without Mea- sure K. Based on observing some very heated debates on my com- munity website, I have created a “Yes or No on K” website (www. yesornoonk.wordpress.com)

where I am collecting all of the data, evidence and rational argu- ments against Measure K, as well as offering an alternative solution that would take only eight years, not 30, and be interest free. Guests are welcome to submit their own research for posting on the site, or provide links to other sites.

Scott Logue North Tustin (within OUSD)

Dear Editor: Get ready for the big post-

cards sent out by those who will get rich off of the taxpayer. They will show voters pictures of rusty sinks and peeling paint, begging the taxpayer for more money. OUSD gets more money per stu- dent than any local private school, but on top of that it needs $296 million to “fix” and remodel only four schools out of 38. If people don’t vote “no” on Measure K they will be stuck with a 30-year tax increase that will raise rents and mortgages for all commercial and private real estate. OUSD already gets 64 percent

of every property tax dollar, be- fore state and other monies. The district pays many employees more than the highest jobs in the country. At approximately $252,000, OUSD pays the su- perintendant more than the vice president of the United States. This is why the schools are

in need of repairs and upgrades. Money is spent on bloated sala- ries and pension plans. Of course there’s also a plethora of wasteful programs. OUSD spent $700,000 to have four architectural firms draw up plans for four high school campuses, then spent an additional $50,000 on a PR firm

Page 17

to build community support for a bond measure. OUSD currently has $74.6

million of unrestricted reserves to start the 2014-15 school year (Source: OUSD website, Busi- ness Services). Why isn’t any of this being used to upgrade class- rooms, bathrooms and address other basic school needs? The money is available, but the trustee majority won’t use it if they think they can pass a school bond.

Mark and Nancy Steinbergs Villa Park

And finally

Dear Editor: I am a freshman at Villa Park

High, and understand that you may be renovating my school. Please add bathrooms! The plan calls for more faculty bathrooms, but we really need student bath- rooms. There are over 1,200 girls here sharing two small bathrooms. One has only five stalls, and not all of the toilets always work. Even though a lot of kids don’t go to the bathroom at school (not healthy), there are long lines. They are often dirty, some toilets don’t flush properly, and the locks on a couple of the doors don’t work. Sometimes a kind teacher lets us use a faculty bathroom. Maybe if the teachers and students used the same bathrooms, ours would have mirrors and be cleaner. Un- til you redo the school, could you please use some of the architect or advertising money to fix up our bathrooms with locks that work and toilets that flush?
