the nine states estimate that 3.3 mil- lion plug-in automobiles could hit the streets by 2025. Mass transit, biking and walking
are often quicker and cheaper ways to get around in densely populated urban centers. Car sharing, bike taxis and on- line app-centric taxi services are popular with increasingly car-free urban youth. Boston’s Hubway bike-sharing program addresses affordability with a $5 annual membership for low-income residents. One common denominator of the new urbanism is an amplification of what’s considered to be in the public welfare.
