what’s most troubling about CSA is its unknown impact. Carriers aren’t sure how quickly they can get in trouble, and what would cause that to happen. Meanwhile, concerns are being exaggerated by vendors who always have a product or service to sell, and by radio talk show hosts who always focus on the negative. ATRI, the research arm of the American
Trucking Associations, has been studying the issue since CSA was created. ATRI analyzed 7,800 driver responses to questions about the system over a three-year period. It also surveyed law enforcement personnel for three years and polled motor carrier executives in 2011 and 2012. Among the positive findings: the
percentage of drivers who were “extremely concerned” about losing their jobs due to CSA has decreased from 35.5 percent in 2011 to 25.8 percent in 2013. Te number of drivers
