Crime report PCSO Laura Bullen said in an email that there had been a dispute at Kibblesbrook Farm, Legge Lane. Therewas insufficient evidence that a farmer had damaged property whilst digging out ditches to drain floodwater. PCSO Bullen had distributed a crime prevention leaflet and “No Cold Callers” stickers to households following three reports of elderly residents being upset by cold callers late in the evening. Street light The damaged light at Parsons Corner had been replaced and the invoice received from Tonbridge and Malling Council. HGV trafficAdate for installation of the signwas still awaited. Kellys had vacated their premises in Ryarsh so no further problemswere anticipated. No incidents had been reported in the month before the meeting. Cllr David Hopperwould contact Kent Highways again about geing the sign installed. Footpath Cllr Hopper had met Mr Lawrenson and inspected the footpath.A quote had been received for £295 to supply and erect a handrail and for £588 to build seven new steps and supply roadstone to level out the steps where necessary. The clerkwas asked to contact Cllr Nevill to see if Birling Farmswould be able to carry out thework and for what price.


Dion


OutstandingAwards for outstanding contribution to the villagewere presented at the annual parish meeting to Ian Dennison for his tirelesswork with Dion Minors Football Club and to Adrian Harrison and Mike Easterbrook for their continuedwork and expertise in the management of the Dion Quarry Local Nature Reserve. Talks Craig Driver of Dion Minors Football Club, Liz Day of Dion Heritage Centre and Sheila Farmer, Acorn Stitchers (embroidery and quilting classes held in the Acorn Room at Dion Community Centre) each gave a short talk on their club’s activities and achievements over the last year.


East Peckham


PCSO report There had been three cases of criminal damage, two thes from a vehicle, three thes and one report of nuisance youths.


Streetlights Residents had reported that the lights in Medway Meadows and Snoll Hatchwere notworking. Remedialwork had been undertaken by the parish council’s contractor. Flytipping Therewere reports of flytipping by the footbridge. Thiswas reported to Tonbridge and Malling Council. Playing field Cllr StephWatson said residents had complained about tree roots disturbing the footpath. Bus stop There had been complaints about parking by the bus stop at the junction of Crown Acres and Old Road. Bash the Trash CllrWatson said that a specific date for the event had not been set, but some children and their parents had been intending to hold an event on the playing fields. Thiswas approved.


42 Malling May 2014


Jubilee hall Occupancy levels remained constant, and an enquiry had been received from PaddockWood FC, whowere looking for a venue. This had been refused in accordance with parish council policy. Defibrillator Two training sessions had been held andwere reported to have been successful. Itwas decided to present flowers to the trainer Barbara Plumb. Tree safety An inspection had been carried out following the recent storms and two treeswere found to need remedial aention. The trees fell within the jurisdiction of the primary school and Kent Highways Services, both of whom had been informed. Fields in Trust Membership had been renewed along with a request for a goody box for a 2014 field day event. Hall hire Regular users had been notified of the increased charges, and there had been negative feedback from one user. Rock café Cllr Holly Carey had been impressed by youth facilities in Hadlow and Hildenborough and said itwould be wonderful if East Peckham could offer something similar. Obstacles to this included the lack of dedicated volunteers and an adequate venue. The sports hall was not available and the meeting room was too small. Itwas noted that the sports hallwould be available on Monday evenings on a short-term basis. The possibility of offering youths transport to Hadlow and Hildenboroughwas considered, along with adapting the youth shelter. SurgeryAresident had reported that the footpath between Pound Road and the playing field needed maintenance. Cllr Tim Roperwas to liaise with the resident and refer the maer to the Public Rights ofWay. Website Thankswere extended to the councillors who had set up their parish council email addresses and those who had notwere encouraged to do so. Vision ICT’s support servicewas agreed at £45 per month – a considerable saving on the previous charge. Fingerposts Cllr Jenny Macdonald said the central posts had been installed andwork to complete the signswould be carried out shortly. Memberswere impressed by the work but disappointed by the delays. Emergency planning Cllr Graham Haycock had met with Sir John Stanley to push for increased funding to be allocated to the EAfor flood alleviation projects. They also discussedwanting to see financial support given to properties which had flooded orwere most at risk, so that they could consider flood defences. WWI commemoration Thiswould be at St Michael’s and Holy Trinity on August 4. Following a discussion, Cllr Peter Street offered to coordinate arrangements with both churches. Cllr Macdonald said she would shortly be embarking on the village wide poppy planting project. South East in Bloom Itwas reported that the group was offering free entry to the competition . Cllr Carey agreed to look into the scheme and report to members at the next meeting. Allotments Two padlocks had been installed on the gates at both entrance points. New fencing had been erected on the footpath side of the allotment site using chestnut palings. The allotment holders had cut back the hedge along the Coults Path. Mares tails continued to be a problem


on some plots. The noticeboard had been put into use and noticeswere actually on it. Hale Street traffic calming Members considered the adoption by the parish council of new streetlight and sign light installations. Itwas noted that KHS had not provided estimates of the costs involved. Itwas decided that on completion of the improvementworks the parish councilwould take on responsibility for the ongoing costs of the energy and maintenance of the new installations.


Hadlow


Williams Field The new tree saplings around the two sides of the skate park had been planted and appreciation expressed to the councillors and those members of the public who assisted. Cemetery The purchase of additional land next to the cemetery had been completed. Speedwatch Borough Cllr Howard Rogers reported that the Speedwatch teamwas doingwell in Golden Green, but could do with more support. Monthly crime report There had been two thes, two thes from a vehicle, one criminal damage and one burglary other than dwelling. There had also been four reports of anti-social behaviour in the Marshall Gardens area. Pavilion The cricket pavilion had been broken into and damage caused. This had been notified to the parish insurers. Three Elm Lane Another accident had been reported and the KCC traffic engineer had confirmed that the areawas on the programme for newwarning signs this year. Tree The parish office continued to correspond with Tonbridge and Malling Council and KCC with regards to whether or not the tree at the junction of A26 and Carpenters Lane would remain or be removed for traffic safety. Itwas noted that the final decisionwould not be within parish council remit. Windows Itwas resolved to replace windows and soffits in the Old School Hall and windows in the medical centre at a cost of £10,000. Truck leaseAnew truck leasewas approved for 2014/15 with an initial payment of £855 plus VAT and 35 payments of £285 plus VAT. The lease would include all repairs, road tax and breakdown recovery and sign writing in line with the previous truck. Flood fair Cllr Carey had aended this event and found it educational. The main aim had been to publish information for householders on resistance and resilience to floods, for example raising the height of power sockets onwalls. Information on funding for residents for future flood proofing of houseswas available.


Snodland Town


Crime briefingAreport was given on crime and anti-social behaviour over the past two months. While most levels of crime had remained very much the same, there was a significant increase in burglary, specifically from sheds. The council will soon have a small stock of shed alarms for those residents whowould like to protect their sheds. Residentswere urged to lock their sheds. High speed trains KCC Cllr Sarah Hohler
