modernisation project, subject to funding, following the decision to enter into a long term lease agreement with Maidstone Council. The parish council recognised the usefulness of providing public conveniences but aimed to improve the facilities. Three councillors had been researching options.
CCTV An upgrade of the CCTV system had been completed with part funding from KCC. New cameras had been installed at Ham Lane play area and the BMX park.
Lier bins The BMX park had recently had two new large bins installed and an ongoing programme of repairs and maintenance of the ramps and associated equipment.
Cemetery fencing The parish council planned to replace the dilapidated entrance fencing with chestnut cle three post fencing. This would add to the overall improvements which included planting hornbeam trees on each side of the drive to enhance the area.
Otham
Untaxed cars PCSO Jim Stevenswas advised that untaxed carswere still being parked in the lay-by outside the White Horse pub. He informed members that thiswas not a police maer and he had already advised the local authority. Hewas currently trying to check the bylaw that covered this. Concernwas expressed regarding the van that had been le on the Ashford Road – apparently as a form of advertising – as itwas restricting the view when entering and exiting Otham Lane.
Holly Farm Road The PCSO asked for any new incidents of burningwaste at Holly Farm Road to be reported to the police.

An orange pressurewasherwas stolen from a shed in Hever Close, Senacre. Computer equipment, a gent’s Tissotwatch, gold and silver jewellery, awallet, cash, and personal documentswere stolen from a property in CopsewoodWay, Bearsted. Tools and other itemswere stolen from a shed in ReculverWalk, Senacre. ABlack and Decker lawn mower, a Makita saw and a nail gunwere stolen from a shed in Westmorland Road, Shepway. Aride-on mower and petrol-driven hedge trimmerwere stolen from the outbuilding of a home in PilgrimsWay, Thurnham. Power tools and electric trimmerswere stolen from a white Transit van parked in Firs Lane, Hollingbourne. Computer equipmentwas stolen from a home in Ham Lane, Lenham. Waterside Park Borough Cllr Gordon Newton had been asked to explore the procedure of calling in theWaterside Park planning application for it to be decided by full council. Thiswas currently being examined. He had enquired why the offer to develop Detling aerodorome had not been explored further.
Rate increase KCC budget consultation for the 2014 budget had started and county Cllr Gary Cooke urged everyone to take part. Therewould be a rate increase next year of 1.99%. Cllr Cookewould see if he could get something done about the pothole in Gore Court Road.
Fire hydrants Steve Lewis, of Kent Fire and Rescue Service,waswelcomed to the meeting. He explained that the fire servicewas trying to get volunteers involved in the community following a fire in Boughton Malherbe in 2010. The aimwas to ensure that enough waterwas available if therewas a fire. Residentswere asked to report any faults with fire hydrants.
Otham Street drainage The drainwas now clear andworking, but problemswere still being experienced due to the camber of the road.
Village green Fallen branches had been removed and the damaged boundary fence had been made good by PaulWaring at a cost of £
105.Aquote from MrWaring for £50 for trimming the lime tree on the village green was accepted.Work on cuing back the trees/vegetation around the village hallwould be done by volunteers during the spring tidy-
up.Aquotewould be obtained for replacing verge posts whichwere roen.
Ulcombe
Police report The PCSO had advised of five reported crimes. The new police contact point service had taken over from surgeries and gave residents the chance to discuss their concerns with the police every other Friday outside the school.
Co-optedAnew memberwas co-opted onto the parish council to fill the vacancy which had arisen in September.
Renewable energy Therewas no date yet for the Maidstone Council renewable energy seminar for councillors, but some guidance would be published shortly. Development management policy DM2 on renewable energy projects (solar farms, wind turbines etc) had been adopted as a dra local plan policy in October 2013.
Bus complaints At the East of Maidstone Bus Group meeting, complaintswere raised by parents regarding the recent poor service on the school bus routes. This had been a common concern among all parish representatives present.
Village gateway Kent Highways was hoping to reinstate the missing 30mph buff patch on the new village gateway at Ulcombe Hill shortly. County Cllr Jenny While had advised that a gateway to deter HGVs at the A20 junction with Chegworth Roadwould cost about £10,000, with the parish council having to fund most of it.Wires had been put in place to monitor traffic speed in the village and assess whether a police speed check would be requested.
