West Malling Parish Council This report covers July’s parish council meeting only. Although the various committees and groups continue to meet during July and August, West Malling Parish Council, like many others, does not hold a full council meeting in August.
Licensing concerns. Councillors are very concerned about the number of incidents being reported about the town's pubs and restaurants. One premises has been the subject of a licence review, and a second has been the subject of several complaints regarding noise and bad behaviour. Parish councillors are keen that businesses are mindful of their licence restrictions. All reports received by the parish council are sent to the licensing manager at Tonbridge and Malling Council for investigation.
Age Concern Malling. This independent charity is holding a series of drop-in sessions for carers during the period August to December 2013 at Rotary House in Norman Road, West Malling. Please contact them direct on 01622 685276 if you would like more details on dates and times.
The parish office is within the Clout Memorial Hall in the High Street. Restricted storage space has led to an agreement that old council minutes will be sent to the new, purpose-built county archives in James Whatman Way, Maidstone to support its promotion of research into family and local history.
Public rights of way are within the remit of Kent Highways Services and they maintain and control the natural vegetation on the paths. Strict budget controls restricted the number of paths that could be considered for clearing but due to the cold weather in the early part of the season, many paths may remain passable with just a single cut this year. This has prompted KHS to offer a limited number of extra cuts and the paths nominated included the Ashy path and the one between Offham Road and the village hall. Bugs welcome at this ‘hotel’
AS part of activities in the Scouts’ Community Week, 1st West Malling Cubs and Beavers, led by Akela Richard Matthews, took part in a project at Macey's Meadow, West Malling to construct a “bug hotel”.
They brought along all sorts of materials to fill the frame built by Macey's Meadow volunteers, including bricks, broken flowerpots, sticks and logs, the idea being to encourage bees and all manner of insects to find a home.
Macey's Meadow is a 20-acre neglected former orchard site, which is located next to the Old County Cricket Ground, off Norman Road, in West Malling.
Since the purchase of the site by the parish council in 1998, with a contribution from Tonbridge and Malling Council, it has been transformed with the help of

Neighbourhood planning. This is part of the agenda within the Localism Act 2011 and supports parishes and communities in drawing up a plan for their area. While a neighbourhood plan cannot be at variance to the local plan put forward by the borough council, it does give the parish an opportunity to put forward points of view on how and what kind of development should be planned for the area. Councillors discussed several ideas but opted to wait until the meeting with TMBC, scheduled for September, before finalising a “wish list”.
Maceys Meadow Nettles in the hay meadow areas had been left uncut as part of the nature conservation programme. The original intention was to control them by weed wiping but the warm weather has encouraged them to grow extra quickly and the plants will have to be controlled by spot spraying. A new bug hotel is being rapidly filled up by a variety of insects.
Malling Action Partnership. The Coronation street party was held on the date of the Jubilee and consequently coincided with the half term holiday. However, the evening concert in St Mary’s Church was very successful, raising over £1,400 for a church toilet. Space for the Eynsford Concert Band and West Malling Community Choir was made by moving back some of the pews and a clip from the resultant celebration can be viewed on YouTube; search for Coronation Celebration, St Marys Church.
