West Malling Parish Council
HERE are some notes from the West Malling Parish Council meetings held in March and April 2013. As usual, this is only a small selection from the wide variety of topics covered.
A20 London Road: Further comments have been submitted to Kent Highways about the proposed yellow lines and signage to discourage parking along the A20 from Town Hill towards the garage. Councillors were advised that a tight deadline for observations meant that they had already been submitted. However, as the comments were based on discussions at previous meetings they were endorsed without further debate.
Launch of bus service: Councillors were invited to attend the County Showground on March 14 to see the 11 new double decker buses which Arriva Southern Counties will use for the number 71 Maidstone to Snodland route. These vehicles have diesel/electric hybrid engines and are quieter to travel on, produce a smoother ride for passengers and should help to improve air quality along the bus route. The new buses are painted in an eye catching lime green and dark blue. If you see one, why not take a trip?
Malling Area Community Service: MACS provides a volunteer transport scheme and this has a new contact number, 01622 815486. New volunteer drivers are always welcome.
Rural Community of the Year: As the winner of this prestigious award in 2012, the parish council was awarded a small sum to be spent on promoting community spirit. After much deliberation, it was decided to fund a trophy, awarded annually, for the most attractive commercial Christmas window display in West Malling.
Community Payback Scheme: This scheme offers offenders the chance to “pay back” to the community for crimes they have committed. They complete a range of assignments such as litter clearing, removing graffiti and repainting community buildings. The scheme is looking to take on new projects and councillors were asked to bear it in mind when this kind of work was required. If you can offer a project, further details

Cold Calling Zones: Councillors had requested more information on how these zones are set up and how effective they are in practice. The first CCZ was set up in 2006 and figures show that the zones are, indeed, a valuable community safety initiative. However, as they need input from several agencies including the police and trading standards, it was decided that a good starting point would be to contact the county’s Neighbourhood Watch officer, another organisation already heavily involved with CCZs, for advice and practical help.
Annual Parish Meeting: The APM is a meeting for the public and press to hear reports from the council’s chairman and borough councillors as well as from any organisation that the parish council has been granted significant funding in the last year. The council’s chairman and committees are elected and the council’s financial commitments and management policies are reviewed. The parish council must have an APM before the end of June and members of the public, particularly those on the electoral roll within the parish are welcome to attend. Vacancies: Unfortunately the vacant post reported in February has not been filled and a further resignation means that the parish council now has two vacancies. West Malling has a strong sense of community which helped it to become the Rural Community of the Year in 2012. If you are over 18, are on the electoral roll and have lived, worked, own or rented land in West Malling for the last twelve months, why not put yourself forward as a candidate?
