Localauthoritiesmaysupplementa grant fromEnglish Heritage; for example for amodest historic building outside a conservation area.AHouse Renovation Grantcould also be sought fromthelocal authority.


vat and listed buildings


This is acomplicated issueand itmay be necessary tomake contactwiththe local Revenue and Customs Department forclarification. However, somelisted buildings enjoy a more favoured position as regardsVAT than unlisted buildings. VATzero-rating is availablefor ‘approved alterations’ (thatis, alterationswhich both requireand obtain listed building consent fromthe appropriate planning authority) to listed buildings.Worksofrepairor maintenanceare standard-rated,asisthe construction of anew building within the curtilageofalistedbuilding (unlessthe newbuilding is designed as adwelling or is to be used foraqualifyingpurpose).


CertiFiCates oF immunity against listing


Where an applicationhas beenmade for planning permission for any development, theSecretary of Statemay issue acertificate statingthathedoesnot intend to list the building.


Theissueofsuchacertificateinrespect of abuilding shallpreclude theSecretary of Statefor aperiodoffive yearsfrom listingthatbuilding.Furthermorethe localplanning authorityshall notserve a building preservationnoticeinrelationto the building.


Conservation areas


Buildings,whethertheyare listed or unlisted,can be situated in conservation areasdesignatedsince theCivicAmenities Act, 1967.


Aconservationareais‘an area of special architecturalorhistoricinterest,the character or appearance ofwhichitis desirabletopreserveorenhance’(Section 69). Localplanning authoritieshaveaduty fromtimeto timeto review theextentof designation anddesignate furtherareas if appropriate.


It is thequality andinterest of areas, rather than individual buildings,whichshould be theprimeconsiderationinidentifying conservation areas. So thecontribution of a given building, group of buildings, their relationship to other buildings and/ or spaces canall determinethe designation given to a conservation area.
