expediting the approval process; provide continuity of decision making from granting permission to approval of Reserved Matters; and advise the council of Newham on design matters. These duties meant the review panel had to


consider, review and comment on ‘design and associated issues’ in the area designated as Stratford City for: any zonal masterplan; any landmark building; significant open spaces; educational facilities; and any other strategic element they agree to consider. In other words, despite not being a decision-making body, the panel was given wide scope and considerable influence. Initially the design review panel was expected


to meet approximately every month and to continue doing so until the planning process for all zones of the development had been completed. As things turned out, it met 80 times between 2006 and 2011 – a little more frequently than had been anticipated originally. A parallel and somewhat more formal design


review service was provided by the Commission for Architecture and the Built Environment (CABE)


for proposals made by the Olympic Delivery Authority (ODA) for projects and landscaping within the immediately adjacent Olympic Park. To ensure liaison between the review panel reporting to Newham and the CABE panel reporting to the ODA, it was agreed very early on that Paul Finch, chair of the CABE panel, would be a permanent member of the Stratford City Design Review Panel and Frank Duffy would become a member of the CABE panel. Stratford City Design Review Panel was


instructed to liaise with the three parallel Newham panels responsible for reviewing sustainability, access and public transportation within the masterplan area.
