Meeting Minutes Pat’s Pizza, Ellsworth April 12, 2012
Attendance: President; Clive Farrin, Secretary/Treasurer; Mike Dassatt, Execu- tive Director; Sheila Dassatt, Richard Alley, Eve Alley, John Chipman, Jr., Theresa Chipman, John Chipman, Sr., Gerry Chipman, Ken Dennison, Bob Fortin, Allen Hamblen, Marty Hamblen, Nick Lemieux, Norbert Lemieux, Terry Savage, Sr., Terry Savage, Jr., Hilton Turner.
The meeting opened at 5:58 with Presi- dent; Clive Farrin presiding. The minutes were read and reviewed. With a motion from Richard Alley to accept the minutes sec- onded by John Chipman, Sr., the motion passed.
The Treasurer’s report was reviewed. The motion to accept the Treasurer’s report was made by Richard Alley and seconded by John Chipman, Sr. with the motion passing. Clive told everyone about Dave Taylor’s recent passing. He gave a brief background about Dave, who raced and fished the F/V ANDREA DONNA. Dave’s hailing port was Boothbay Harbor. Boothbay fishermen will be having a boat procession on Sunday, April 14th in his honor.
Clive gave us an update on the word from the Atlantic States Fishery that they are talk- ing about a proposed gauge increase of 1/8 inch. This increase could be hard to enforce.
Richard Alley stated that his grandfather called this the “starvation measure.” At this point in time, Maine is still leading the way with successful conservation of our product. The Lobsterman, LLC business plan that was proposed by Ron Howse was further explained. Sheila gave the results of the poll of the Board of Directors which showed that the biggest concern is how the pay will be carried out. The amount of pay was also a concern. She also had a letter of advice from our attorney, Lee Woodward. This letter stated our limitations as a non-profit organi- zation and also protects us from involvement. Sheila will send a copy of this letter to Ron Howse through e-mail and certified letter. A motion was made by Bob Fortin to send this letter to Ron Howse and seconded by Rich- ard Alley with the motion passing. Mike Dassatt had a copy of his letter that he was asked to write to Commissioner Patrick Keliher with concerns about the stat- utes and by-laws of the Maine Promotion Council. This letter was approved and sent last month. He also had a copy of the return letter of response from Commissioner Keliher. The letters were passed around for review by the Board of Directors and member- ship. Mike stated that the composition of Commissioner Keliher’s letter is a letter that will work with us and the concerns of the lobster industry. the Promotion Council. The seats will be voted on at the next Lobster Advisory Coun- cil meeting.
We discussed “good points” for the fu- ture of the lobster industry. The Cooperative system was explained due to the fact that not all fishermen have this system at their docks. One point of concern is the landing of lobster with mobile gear—this starts automatic con- troversy and is not an option.
Talking about the proposed nickel per pound for marketing our lobsters – Nick Lemieux asked how is the nickel going to be distributed? How do we sell this proposal to the fishermen at the dock? Does this compare with the format that the blueberry industry followed? These are all questions that are coming across the board. Let John Suave know what the questions of concern are. This discussion will be continued at the next meet- ing.
Sheila explained the licensing meetings that are coming up in the near future. Penobscot East Resource Center, in connec- tion with Sea Grant asked the lobster associa-
tions if they will participate and support the meetings for the fishermen to come and voice their concerns about the zones, entry system and licensing. We have sent Holly Eaton our logo in support of the meetings that will be held in Machias, Portland, Rockland and Ellsworth.
Hilton Turner asked about the D.E.L.A. by-laws concerning the seats of the Board of Directors that are not in attendance. Sheila will review the by-laws at the next meeting and follow through with changes that are voted on by the Board of Directors. The changes will go to our attorney, Lee Wood- ward. A motion was made by Hilton and seconded by Clive to add the language that the board can vote to remove a director after missing three consecutive meetings at the Board’s discretion. Motion passed. The date for the next meeting will be Thursday, May 10th at the Dockside Restau- rant in Belfast @ 6:00 p.m.

At this point in time, we are already catching sheddars and the inshore boats are just hitting the water. This is definitely going to be an interesting season this year! In our area, the retail price has been as much as $9.99 a pound with a split price of $5.99 a pound for the “new shell.” I have been told by many that it is going to be hard to determine which lobster the consumers are buying for the beginning of the season. They will need to specify if they want “hard lobsters” or “new shell” lobsters for their Memorial Day pic- nics.
The new shell lobsters still need an op- portunity to have a little more feed – once the
more bait from their hauls. I’ve heard that they still need a chance to fill out and bulk up for a good yield. Let’s give them a chance to fill out their shells.
The licensing meetings have had one round of gatherings and are on the second round to get as much input as possible. The concerns are coming in and Penobscot East Resource Center is collecting the data from the meetings. I have a very good copy of the dialogue of statements from the meetings. Sarah Cotnoir of the DMR has a state- ment that I’ll share with you in this report:
