TRADE CONSULTATION.
‘Your biggest chance to
shape laws in 30 years’
THE CAA has urged members of the trade
to make their feelings known in the
consultation over Atol reform, saying it is
their biggest chance for three decades to
have their voices heard in Whitehall.
David Moesli (pictured), deputy
director of the CAA’s consumer protection
group, said: “This is potentially the biggest change in
the protection regime in 30 years. It is an enormous
opportunity and we urge people to get involved because
the decisions taken on this will impact on the industry for
a long time to come.”
Abta chairman John McEwan said he backed the 30
years
DfT’s proposals to extend consumer protection through
the flights-plus proposal.
Committed to Tourism
But he said the industry would have preferred the
consultation to have included the option of extending
Atol protection to sales of all flights, including those by
scheduled airlines. However he expected those to be
“picked up” later by the European Union’s review of the
Package Travel Directive.

COMMENT.
Abta chief executive Mark Tanzer
“The Department for Transport’s
review of the Atol scheme is part
of a much larger review of the role
of the CAA, which now has a
general remit to put the inter-
ests of the consumer and the
environment at the heart of everything it does.
“Our Public Affairs team is conducting a thorough
study of the review to enable us to provide an
informed response that will best reflect Abta members’
interests and the business realities of the travel industry in
the 21st century.
“The Atol scheme has provided excellent cover for
customers over more than 30 years. But it is in urgent need

of revision to ensure it provides protection for the vast
majority of travellers rather than a decreasing minority.
“Abta’s recommendation is for the scope of the Atol
scheme to widen and include all package holidays, as well
as sales of flights plus other travel services that aren’t a
classic package holiday.
“This would represent a significant improvement in
the range of customer financial protection in the UK.
“Other additional options are that sales of packages by
airlines be brought within the scheme, as well as non-air
packages – sea, rail or coach travel – sold by Atol holders.
