Board certified teacher and behavior analyst Patrick Mulick will provide ways to bridge the gap between behavioral science and what can be realistically and effectively implemented by transportation staff. In this session, participants will identify ways they can build positive relationships with students on the bus; learn how to clearly express behavioral expectations; and learn ways in ways they can reinforce desired behavior.

Why the IEP Remains the Heartbeat of IDEA Presenter: Linda Bluth, Ed.D. Dr. Bluth used this “heartbeat” phrase when special needs transportation was in its infancy. Using cases and anecdotes in this session, she chronicles how a student’s Individualized Education Program guides the delivery of services to a child with a disability, and the importance of transportation’s role in addressing anticipated type, location, and modification of transportation services required for a free appropriate public education guaranteed in 1975 with passage of Public Law 94-142.

This course uses the most recent edition of the NAPT Manual for Transporting Students with Special Needs, written by Dr. Linda Bluth, to explore the legal basis for special needs transportation. It highlights the differences between laws and policies, particularly as they affect operations and includes definitions of transportation and related special education terms, transportation requirements of the Individuals with Disabilities Education Act (IDEA); Section 504 of the Rehabilitation Act; the Americans with Disabilities Act Amendments; and the Family Educational Rights and Privacy Act. There is a specific focus on the characteristics of children with disabilities and the relationship of the Individualized Education Program (IEP) process to the provision of the related service transportation. Scenarios are used to discuss multiple hot topics including discipline, climate controlled school buses, door-to-door transportation, medication and oxygen transport.


NHTSA Child Passenger Safety Restraint Systems on School Buses (NAPT PDS 802)* Presenters: Charley Kennington, Miriam Manary, Sue Shutrump & Cheryl Wolf This day-long course, revised in 2015 in part to include information on systems that were not on the marketplace in earlier years, is taught classroom-style and in hands-on demonstrations. A Certificate of Attendance is presented to those completing the entire course. A separate fee is required from conferees that want to attend this session. This course will be held at the Kentucky International Convention Center.


Autism: Support for Managing Behaviors on the Bus Presenter: Patrick Mulick


Making the bus ride a good experience for everyone is Patrick Mulick’s goal. In this session, he focuses on ways to offer support to riders who have autism: setting a routing; eliminating fears; working through change; recognizing sensory sensitivities; sharing rules with clear, literal language; fidget supports; and reinforcements for good behaviors.
