Two Volumes of Majestic Wonder

since both use Penn Station in Manhattan, requiring a subway ride from Wall Street to Midtown. No “one-seat ride” from Wall Street toes the Newark airport.) Pile on one more issue: These two parts

of the Novita dinner conversation apparently helped trigger an investigation, partly egged on by the fact that federal investigators were already looking into an unrelated matter in New Jersey bearing on the nationally publi- cized traffic jam on the New Jersey-to-New York George Washington Bridge amidst speculation (unproven as of the date I write) as retaliation to the mayor of Fort Lee, New Jersey’s entrance to the bridge. Its mayor had refused to support Governor Chris Christie’s re-election in 2013. No indictments or arrests have been made

in either case, where wrongdoing is denied by the principals. Some in Governor Chris- tie’s administration have taken some public heat, with the governor denying all knowl- edge of the matter. Authorities reportedly are treading carefully, to avoid the perception of meddling in New Jersey politics just as the governor is running for president. Which leaves us where? So Oscar Mu-

noz, until recently a rising star at CSX, rides to the rescue at United? Judging by the problems that he is expected to tackle, it looks that way. Vickie Bryant, an analyst at Gimme Credit, is quoted as saying United “has sunk to the bottom in most rankings of quality and performance and stayed there for years.” Aside from the scandals, that leaves Mr. Munoz with yet another group that will watch him like a hawk — passengers. Again, the question: Why? As far as anyone not privy to all conversations in the

CSX executive suite knows, Munoz leaves CSX on very good terms. He was repeated- ly promoted; his future couldn’t be much better had he stayed there. As for what awaits him at United, his predecessor, al- beit departing under a cloud, takes $4.9 million out the door, according to reports, a not unattractive “golden parachute.” That leaves room to surmise that Mr. Munoz was brought in to “clean up” for a reward even more stratospheric. One can realistically conclude that Munoz

is brought in to improve the operation of a company not anywhere close to being a “dy- ing” airline, but which has suffered setbacks partly from a complicated merger. As for what he leaves behind at the freight

rail carrier, two of Munoz’s replacements do not fit exactly into the same slots, but the closest would be Clarence Gooden, now named CSX President, who has chalked up 40 years at CSX and its predecessor companies; and Cindy Sanborn, designated Executive Vice President and Chief Operating Officer of CSX Transportation, Inc., a veteran with the company since 1987, and serving on the boards of Conrail, the Belt Railway, and the Indiana Harbor Railroad.

The other half of the 50/50 proposition would be shouldered by the states and whatever entities within the states can
