Roads Minister to open Seeing is Believing


Roads Minister Robert Goodwill will offi cially open this year’s Seeing is Believing.


Mr Goodwill, who is a Member of Parliament for Scarborough and Whitby, said: “I am delighted to be attending Seeing is Believing 2014. It offers a great opportunity for local authorities to fi nd out about the latest developments and products which can help improve the safety of the highway network. With the government making an investment of £10 billion into the highways industry in 2015, we see shows like this as playing an important part in educating the sector.”

The government has committed £10 billion of investment in road repairs between 2015-16 and 2020-21. Mr Goodwill was appointed Parliamentary Under Secretary at the Department for Transport in October 2013.

£10m to be spent on improving Scotland’s roads


An extra £10 million will be spent on improving trunk roads in Scotland.


Transport Scotland is making the extra investment with new funds allocated as part of the 2013/2014 budget. Transport Scotland’s operating companies are fi tting the extra work into their current maintenance programmes for the trunk road network.


In the north, the A90 at Stonehaven will be resurfaced and in the south, major repairs are being made to the Dumfries bypass. In


terms of bridges, works include upgraded parapets on structures from the A1 to the M90 and replacement bridge joints on the M8, M80, M9 and A90.


Transport Minister Keith Brown said: “This extra investment will help us address some of the issues on road surfaces and structures. It is something that drivers feel strongly about and we are responding to their concerns by using this money where it is required most.”


Foreign hauliers to pay for using UK roads


Foreign lorry drivers are being charged to use UK roads for the fi rst time after new legislation went live on 1 April 2014.


UK truck drivers working in Europe currently pay tolls and levies when delivering goods abroad. But foreign trucks operating in the UK have not been required to make a similar payment.


The HGV Road User Levy – which is being brought in nearly a year ahead of schedule – introduces a charge that ensures British hauliers are better able to compete with their foreign counterparts.


The levy has long been called for by the UK haulage industry and creates a fairer system by removing some of the inequality UK hauliers feel when paying to use many roads abroad.


Transport Secretary Patrick McLoughlin said: “The HGV Levy will provide a massive boost for the UK haulage industry. It will create a level playing fi eld across


Europe, giving UK fi rms a much better opportunity to win business.


“This is yet another example of how we are taking positive action to back British business and build a stronger, more competitive economy.”


The levy is structured in a series of bands which refl ect vehicle type, weight and number of axles. Foreign operators must pay the levy before using UK roads.


The Freight Transport Association’s director of policy Karen Dee said: “FTA has consistently supported the introduction of the HGV Road User Levy. Until now operators of foreign HGVs have paid nothing in UK taxes. They pay vehicle tax in their own country, and buy low- taxed diesel before entering the UK, and in so doing save up to £200 on a full tank of fuel. The levy won’t fully redress this imbalance in costs, but it does create a fairer arrangement for UK operators.”
