IHE and AIA demand urgent action over local roads


A new report co-sponsored by the Institute of Highway Engineers (IHE) and the Asphalt Industry Alliance (AIA) says urgent action is needed to prevent local roads from falling into further disrepair.


The report called ‘Managing a valuable asset: improving local road condition’ was launched by the All Party Parliamentary Group (APPG) for Highway Maintenance Chair, Christopher Chope OBE MP on 14 October.


IHE Chief Executive Stephen Palmer said: “The Institute is committed to addressing the deteriorating state of our road network. We’re working in collaboration with highway maintenance group members, industry representatives, local politicians and experts to deliver viable strategies for improving the road network in the immediate future.”


Key recommendations in the report include:


è Getting local roads into a satisfactory steady state for planned preventative maintenance as soon as possible


è Improving borrowing facilities to allow councils to prevent roads deteriorating further before additional maintenance funding promised by government for the six years starting in 2015


è Making asset management plans mandatory in return for access to central government funds for road maintenance


è Allowing further devolution of highways funding decisions, by encouraging decisions on how local authorities can spend central funding allocated for capital outlay to be made locally


è Optimising maintenance schedules across local and national strategic road networks, to minimise disruption to road users and the associated costs.

IHE taking action over ‘A’ road challenges


The Road Safety Foundation’s recently released 2013 British EuropRap results highlight the challenges faced to improve the safety of our local ’A’ road network, says the Institute of Highway Engineers (IHE).


IHE’s Junior Vice President Tony Kirby said that the IHE welcomed the 2013 EuroRap report and said the results provided useful insight into comparisons between UK regions. They also highlighted a need to address local ’A’ road challenges such as route consistency, legibility, and a framework for funding.


Mr Kirby said: “After careful consideration of the Road Safety Foundation‘s EuroRap report fi ndings, the IHE strongly believes that the report highlights a gap in the guidance available to assist practitioners in maintaining and improving rural main roads.


“The Institute will be taking steps to address this knowledge gap by developing guidelines for rural main roads that can be used by UK practitioners.”
