DEVELOPMENT MANAGEMENT TRAINING PART 1 Aston Business School, Birmingham
IHE’s development mangement training course is the only UK course for transport practitioners working in technical support roles within development management.
The course covers planning procedures and the issues to consider when responding to a planning application. It also looks at sustainable transport issues, current policies and good practice, principles of junction design and signal design principles, junction design and assessment issues, priority junctions, and roundabouts, both mini and conventional. Some experience is preferred but is not necessary.

ASPHALT AND ROAD SURFACING MATERIALS
A one day course for all engineers working in highway maintenance will be of particular interest to technicians and engineers responsible for deciding on surface treatments and re-surfacing.
This course covers a wide range of maintenance practices and materials and advises what to use where and how to specify and prioritise your surfacing specifi cations. The course is delivered by Jeff Farrington and you’re invited to bring your problems along for discussion.

IHE NEWS 59 Weather issues come under the spotlight
The southern branch tackled the challenges and impacts of Britian’s unpredictable weather on transport delivery at its annual seminar held in October. Called ‘Highway Engineers- Challenging the Weather‘ the seminar took an in-depth look at the effects of extreme cold, heat, water or drought on the highway and the combative tools available to highway professionals.
IHE Chief Executive Stephen Palmer chaired the event in Winchester with a range of industry speakers providing their expertise and insight.
Dean Kerwick-Chrisp from the Highways Agency gave an overview of the ways the HA builds its resilience into their strategic network which carries around a third of all traffi c in England. Brendan Jones the director of forecasting at MetDesk looked at changing weather patterns in the northern hemisphere and the jet stream shifts which are creating ‘blips’ in UK weather cycles.
Alex Stephenson, director of Hydro International UK Stormwater gave
an informative presentation on dealing with storm water runoff in an environmentally sustainable way. Howard Cooke, managing director of Asphalt Reinforcement Services looked at the resilience of assets and gave a detailed technical presentation with the aid of asphalt surface samples. He explained their use when bases and sub bases are subject to excessive fl exing due to weather.
Winter maintenance expert David Batchelor provided an interesting update on the winter treatments available while potholes were covered by ADEPT chair Stephen Child, who was also involved with the Highways Maintenance Effi ciency Programme (HMEP) pothole review project.
Alan Dunne from Connect Plus covered the severe weather plan for the M25 DBFO contract, the largest of its kind in the UK. He explained that it is not only winter that can cause havoc at short notice but also hot weather as shown this summer when excessive heat caused the concrete base on M25 to ‘blow’ on a Sunday afternoon resulting in the carriageway to be closed and repairs sought at a weekend by the supply chain.
