Further changes to the retirement age of non-regular retirement may be addressed by the Military Compensation and Retirement Modernization Commission for [the] FY 2013 National Defense Authorization Act.
The Government Accountability Office (GAO), at the request of two members of the House Armed Services Committee, is conducting a study of potential realignment of the National Guard and Reserve components. One proposal is for the Army National Guard to absorb the U.S. Army Reserve. Can you outline your thoughts on this issue? Does DoD support the integration of the federal Reserve components into the National Guard?
Proposals to realign the National Guard and Reserve components are not new. In fact, a report published in October 2007 titled, “Historical Attempts to Reorganize the Reserve Components,” prepared for the Library of Congress under an interagency agreement with the Commission on the National Guard and Reserves, outlined 59 years of discourse on the subject.
The study analyzed the major proposals put forward since World War II to reorganize the reserve components of the Army (Army Reserve and Army National Guard), Air Force (Air Force Reserve and Air National Guard), Navy, and Marine Corps. These proposals encompassed efforts to merge the reserve components (with other reserve components or with their respective active services) and to rebalance capabilities between reserve and active components.
The current proposal underway by the GAO, at the request of two members of the House Armed Services Committee, is of interest in this fiscally challenged environment, especially if its implementation would create more efficiencies and effectiveness. However, if a merger were determined as the best course of action, numerous titles and sections of the U.S. Code would require amendment in order to effect a merger.
We are aware of current proposals regarding merging National Guard and some federal Reserve components; however, no formal discussion is taking place on this concept at this time. We are aware of the GAO review and have been briefed by them and have provided them with requested information. Once they have provided their findings, we will evaluate them and provide appropriate feedback at that time. We are engaged in the briefings and discussions, and bottom line: We are committed to doing what is best for our nation’s defense.
