A MOMENT OF CLARITY

The Parking Forum is the place for reasoned debate. At the most recent meeting, Sarah Juggins had her own parking epiphany

the transport sector discussing parking issues within the wider context of town planning and transport strategies.

During the course of the meeting three things struck me: one was the wealth of knowledge and common sense that was in abundance in the room; the second was the passion for finding workable solutions to often seemingly impossible situations; and the third

was much more of an ‘oh yes!’ moment of enlightenment, which I shall come back to. On the first two points; no community stakeholder can work in isolation. Whether it is a residential development, a new sports centre, a redefined parking area or an attempt to encourage people back into the town centres, it is vital that a number of groups talk and work together. The diverse nature of the Parking Forum is an ideal platform to have a reasoned and intellectual discussion that can lead to a clear and effective strategy for our towns and cities.

enlightenment. It was a point that is probably obvious to everyone else, but it had not occurred to me. However, for minor parking misdemeanours, where the vehicle is simply parked

incorrectly, the fine is small. In the UK, the smallest parking infringement can lead to a fine that is often comparable with serious crimes such as theft and burglary. But, the actual costs of parking are relatively small. This means that by overstaying by 10 minutes on a £2 parking space, a driver may get a £60 fine. I wonder whether adopting a system where the fine is proportionate to the action would lead to the parking profession being much better understood by the very people it seeks to serve.
