The change in approach brought by the Traffic Signs Review is having a big impact for some local authorities. Is it all good news? Phil Lattimore reports

These were some of the key aims underpinning the proposals outlined in the Signing the Way report, published in October 2011 as a result of the Department for Transport’s (DfT) Traffic Signs Review.

The proposals for changes coming from
the Traffic Signs Review are generally positive
Signalling a new way forward for traffic signs in the UK, Signing the Way outlined the government’s proposed framework for a new system that would maintain national consistency, but also provide more freedom for local authorities to design and deliver traffic signs that meet local needs. Among the changes, the government proposed a relaxation of regulatory requirements for placing combinations of signs and road markings, including for parking signs. The aim was to improve significantly the way in which local authorities can deliver parking schemes that are tailored to local needs – which would, in turn, improve effective enforcement and reduce the number of technical appeals against penalty notices. While the new Traffic Signs Regulations and General Directions (TSRGD) legislation that’s necessary to implement all the proposed regulatory changes for the framework of the new system is not expected to come into force until 2014 at the earliest, some of the proposed changes were enacted via amendments to the existing TSRGD that came into force in
