Paul Cobbing, Charles Tucker and Ralph Green of the Royal Borough of Windsor & Maidenhead Parishes Flood Liaison Group (PFLG) gave their views on flood insurance to the meeting of the Group on 17th October, together with Nick Starling of the Association of British Insurers and Graham Trudgill of the British Insurance Brokers Association . We put the case that progress needs to be made quickly and that any new framework needs to meet the tests of accessibility, affordability and social justice.


 The government are still in “intense negotiations” with the ABI on a replacement for the “Statement of Principles”. Previous Secretary of State Caroline Spelman accepted the proposal for a “Morpeth” type flood insurance model. This would feature a universal levy on household insurance, feeding a capital pool to moderate insurance costs for high risk properties, in the interests of social justice. As always, the sticking point is “who pays”, i.e. who picks up the tab for the “contingent liability” following a catastrophic flood.


Much work has gone on over the summer to develop a model showing how this would work – and the division of costs for different scenarios. But it’s now time for the talking to stop and action begin – and we shall keep pressing government to secure the agreement that will give flood-risk communities confidence for the future.
