Piergiorgio Valente, a certified tax consultant and auditor under Italian Law, is Founder and Managing Partner of the Law Firm Valente Associati GEB Partners.

Prof. Valente is a lecturer in EU and Supranational Taxation at the Advanced Course for the Tax Police of the Revenue Guard Corps.

He also delivers lectures at the Superior Institute of the Ministry of Economy and Finance, and in Taxation of Multinational Enterprises at the Faculty of Political Studies and for the Superior European and Mediterranean Education “Jean Monnet” of the Second University of Studies in Naples as well as at the Link Campus University in Rome.

Prof. Valente is the author of a number of volumes such as: Tax Governance Manual, (“Manuale della governance fiscale”. 2011); Transfer Pricing Manual (“Manuale del Transfer Pricing”, 2009) with 2010 Addendum; II Edition published in 2012); Supranational Taxation (“Fiscalità Sovranazionale”, 3rd Edition, 2008).

He has published over 200 articles with some of the most prestigious national and international tax journals such as “Bulletin for International Taxation”, “European Taxation”, “EC Tax Review”, “Intertax”, “IBFD”, “Tax Notes International”, “International Tax Review”, “Tax Planning International Review”, “Journal of International Taxation”, “International Financial Law Review”, “Tax News International” and “Financial Times World Report”.

He is also a columnist for Wolters Kluwer-IPSOA thoughts for 2013

As Valente Associati GEB Partners’ Managing Partner, I had to make some important decisions in these last few years and especially in the 2011-2012 period, as Italy found itself – along with the rest of the world – having to face one of the worst economic and financial crises, causing a full-scale and far-reaching impact on all levels of society.

Notwithstanding the global crisis – or perhaps because of it – we simply adopted our standard policy to view change as an opportunity for growth rather than allowing pessimistic views and attitudes to spoil whatever possibilities were still open. Of course, this also meant literally living by the well-known motto “when the going gets tough, the tough get going!”

That meant having to brace ourselves against the onslaught of economic, financial and political changes that could be foreseen and that materialized

on a worldwide scale and this is what we are still doing.

Indeed, some changes were constructive. For example, the recent introduction in Italian legislation of new transfer pricing rules brought new awareness to both, Tax Authorities and taxpayers alike as this meant stricter and more frequent audits. Consequently, a much more careful approach by taxpayers became fundamental when dealing in international inter-company transactions involving the TP area.

Another important aspect that has “galvanized” client interest in TP is due to the fact that – always because of the crisis – investors are channeling their interests more and more into foreign investments, creating production and commercial companies abroad and this requires a structured organization which in turn means the right people in the right places. Organizations need governance, and the

more complex the organization, the more detailed the procedures. What all this boils down to is that Transfer Pricing is one of the hottest issues right now, along with effective management if IP and financing

Our firm, among other areas of specialization, is acknowledged in Italy and abroad for its outstanding performance in Transfer Pricing and same goes for all other specialization areas which in measurable terms meant a 25% growth (new client acquisition) and in spite of the employment crisis, an HR increase of 5 new specialists (TP and corporate tax) since late 2011.
