Editor’s note: On Oct. 1, 2011, the TRICARE Prime enrollment fee increased from $460/$230 to $520/$260 for families and individu- als. But the increased fees were only charged to new enrollees — if you en- rolled in TRICARE Prime before Oct. 1, 2011, you were excluded from that rate increase. The most recent increase for FY

Breaking Ground I was moved and inspired by your September 2012 Pages of History coverage of Lt. Cmdr. Wesley Brown, the first African-American graduate of the U.S. Naval Academy, who re- cently passed away. Also pictured in your accompa-


nying photo, I found it extremely apropos that then-Capt. Bruce Grooms, the first African-American commandant of the U.S. Naval Acad- emy, was there to help Lieutenant Commander Brown turn the first shovel at the site of the Wesley Brown Field House.
