For a number of years we have been measuring building energy performance in different ways, often comparing oranges with apples. There is a clear gap between the way we measure and compare predicted and actual energy performance. Designers look at regulated loads, whereas facilities managers look at the whole energy bill, including unregulated loads. Energy certificates have taken a similar line, with Energy Performance Certificates (EPCs) only considering unregulated loads based on perfect operation. Can we bridge the
