Marix Congressional Leadership Award In his acceptance speech for the Colonel Arthur T. Marix Congressional Leadership Award, recipient Rep. Howard P. “Buck” McKeon (R-Calif.), chair of the House Armed Services Committee, expressed his concern over the $487 billion in impending cuts to the defense budget over the next 10 years, constituting an estimated 1.5 million jobs lost. He said many military leaders are wary as well. “I can think of so many reasons why this is not the time and place to be doing this, but the fact is it is serious times, and we could be in another major war any day,” McKeon said. Abbot expressed his gratitude that McKeon inserted language into the FY 2012 Na- tional Defense Authorization Act acknowledging career service families’ prepaid pre- mium of service for their lifetime health care coverage. McKeon also championed several other MOAA-backed provisions in the bill, including a cap on TRICARE Prime fees. Col. Arthur T. Marix, USMC, namesake of the award, founded MOAA and served as its first president.
