Terrorists page 13

tity numbers were missing digits. It took an American lawyer who has worked hard- er for U.S. terror victims than all of the various U.S. govern- mental agencies combined to tell the FBI who got sprung: 15 terrorists directly involved in the murder and maiming of U.S. civilians walked free. And at the top of the list: Ahl- am Tamimi. The lack of prosecution of Pal-

estinian terrorists has been a bipartisan failure spanning five attorneys-general. A year ago, 52 members of Congress asked Holder how it was that no Pal- estinian terrorists had been prosecuted in over 70 attacks on American citizens. The at- torney-general answered that they are trying. Yet, the stories of Osama’s son-

in-law, the Somali pirate and others who have been whisked into New York court in hand- cuffs show that the U.S. can ex- tradite and prosecute terrorists when it feels the situation mer- its such efforts. In our cases, we have been

outright abandoned by our government, even to the point where the U.S. State Depart- ment planned in 2008 to file a brief in Federal court in fa- vor of the PLO and against an American woman whose hus- band was gunned down by a PLO terrorist. A month ago, the Palestinian Authority inadvertently provid-

ed terror victims in a Federal civ- il suit a detailed account of the terrorists behind an attack that left two American girls dead. The FBI and Justice Depart- ment were alerted to the exis- tence of this document; neither showed any interest in receiv- ing a copy of the same; the State Department thought it irrele- vant to ask the Palestinians to provide the document produced by one of their own senior intel- ligence officers. President Barack Obama, on

his visit to Israel and the P.A., could do a great service in the fight against terrorism by pub- licly committing his adminis- tration to the active prosecu- tion of Palestinians who will- fully murdered and wounded American citizens. U.S. terror victims are not asking for favors; we are asking our government to bring justice to those who have been devastated by wan- ton Palestinian terror funded by U.S. tax dollars.

Implications continued from page 21 For their part, Palestinians

caught in the fighting may have nowhere to flee. The two natu- ral exits, given the placement of the main refugee camps for Pal- estinians, are Lebanon and Jor- dan — countries with histories of tensions with their own Pal- estinian populations and resis- tant to accepting more. David Schenker, formerly

a Syria analyst for the Penta- gon who now is a fellow at the Washington Institute for Near East Policy, said that Palestin- ians in Syria before the civil war were relatively well integrated in the country — far more than in Jordan or Lebanon. “They had it pretty good, rel-

atively speaking, in terms of be- ing able to work and travel free- ly throughout Syria,” he said — albeit not as citizens. Palestinian refugees in Leb-

anon, numbering about 400,000 in a population of 4.2 million, have been caught up for years in the country’s civil strife. Jor-

dan, unlike Lebanon and Syr- ia, has endeavored to absorb its Palestinians as citizens. But tensions linger since interne- cine strife in the 1970s between the country’s Bedouin and Pal- estinian populations. Of the one million residents

of Syria who have sought ref- uge in neighboring lands, few- er than 40,000 are Palestinian. Lebanon has allowed in about 32,000 and Jordan 4,500, ac- cording to U.N. officials. Filippo Grandi, the commis-

sioner general for UNRWA, esti- mated that most of the Palestin- ian population in Syria is inter- nally displaced. He said that of 150,000 residents in Yarmouk, the country’s largest Palestinian refugee camp, perhaps 25,000 remain. Earlier this month, a video

went viral showing two alleged Palestinian-government collabo- rators hanged in Yarmouk. Ref- ugees from Yarmouk who have managed to get out of the coun-

try say they are subject to kid- nappings and ransoms as they endeavor to stay neutral. “We hear from the govern-

ment side, ‘Some Palestinians are traitors, we’ve hosted them for so long,’ and then we hear from the opposition side, ‘Pal- estinians are collaborators,’ ” Grandi said. Moshe Maoz, a Syria expert

at Hebrew University who has advised Israeli governments on relations with Damascus, said he does not believe the Palestin- ian crisis in Syria would directly affect Israel. The longstanding integration of the Palestinians into Syria would stand them in good stead whatever the outcome of the unrest, Maoz said. “It depends very much on the

new government, the new re- gime,” he said, “but I don’t see any major change with the Pal- estinians overall.”
