John Tinsley is the lead examiner for captive insurance. With three decades of examination experience, Tinsley not only identifies problems, he also identifies solutions. Rasa Zubielaite is the bureau’s chief financial analyst. A native of Lithuania, Zubielaite brings the valued dimension of an international accounting background.
