SARAH MACLEOD Executive Director, Aeronautical Repair Station Association


Sarah MacLeod was instrumental in the formation of the Aeronautical Repair Station Association. She is a managing member of Obadal, Filler, MacLeod & Klein, P.L.C., and is engaged in the legal representation of foreign and domestic air carriers, aircraft maintenance and alteration facilities, distributors, pilots and other individuals and companies in federal court and before federal administrative bodies. She is Assistant Chair for Air Carrier and General Aviation Maintenance of the FAA’s Aviation Rulemaking Advisory Committee (ARAC), a post she has held since 1996. She chaired the ARAC in 1995–1996 and was its Vice-Chair in 1994–1995. She was a member of the FAA’s Suspected Unapproved Parts (SUP) Task Force, which developed the plan on which the FAA SUP program is based; and she edited the Parts Manufacturer Approval Manual. Ms. MacLeod and Marshall Filler have trained thousands of aviation professionals since 1996. Their FAAaccepted seminars focus on Federal Aviation Regulations that pertain to design, production and maintenance. Major aerospace companies, national authorities and associations sponsor these training programs. A sought-after speaker, Ms. MacLeod has appeared at the Airline Suppliers Association Conference, Air Transport Association Engineering & Maintenance Forum, Coordinating Agency for Supplier Evaluation Air Carrier Section, Gorham Gas Turbine Engine Overhaul & Repair Conference, International Maintenance Symposium and Quality Control in Civil Aviation Conference. Her professional affiliations include the Virginia Bar Association, the National Transportation Safety Board Bar Association and the Association for Transportation Law, Logistics and Policy. Ms. MacLeod obtained her law degree from the Catholic University of America in 1991. She holds a BA in Human Services from Evergreen State College, Olympia, Washington, where she was a District Court investigator for Clark County Public Defenders. PAT MARKHAM VP HPG Tech Services on behalf of Heico


Patrick Markham received his BS in Mechanical Engineering (Aerospace) from Worcester Polytechnic Institute, and his MS in Mechanical Engineering from Purdue University. Pat worked on PW4090, PW4098 certification programs and F119 development programs while at Pratt & Whitney. In 1997, Pat joined HEICO to work on the PMA compressor blade certification programs. Pat is currently VP of Technical Services for HEICO, with technical oversight responsibility for HEICO’s PMA activities.


JOHN MILEWSKI PMA Program Manager, FAA

John is the national manager for parts manufacturer approval (PMA) policy at the Certification Procedures Branch (AIR-110) in Washington, DC. He currently manages the next change and revision of FAA Order 8110.42B, Parts Manufacturer Approval Procedures. John joined the FAA in 2002 after working over 25 years for the United States Navy in various engineering roles that included the managing the modification and repair of P-3 aircraft. He designed, analyzed and evaluated many aircraft parts for the USN in the context of airframe repairs and continued airworthiness. John holds BSE in Aerospace Engineering from the University of Michigan.


PHILIP SEYMOUR President and Chief Operating Officer


Experienced Engineer with 34 years experience having worked within the Airline, Aircraft Maintenance, Aircraft and Engine Leasing and Consultancy businesses. Expertise includes start-up airline and leasing business operations, airline management at Board level, project management, aircraft and engine purchase and lease transactions. Phil started his career with British Airways in 1976 – completing UK CAA aircraft maintenance engineer’s courses, ONC, HND and Diploma in Management Studies, before moving to Saudi Arabian Airlines in Riyadh. Further moves to Dan-Air and Air Europe saw Phil moving from maintenance production to technical services. This included aircraft introductions and engine management. Phil was one of the management team that set up Ambassador Airways and Exxtor Group Aviation Services. Phil became an ISTAT Certified Appraiser in 1997 and became Senior Certified Appraiser in 2002. Phil joined International Bureau of Aviation as Technical Services Director in 1997, became Managing Director in September 2001 and President and Chief Operating Officer in May 2009.
