David Franks joins Keolis UK n
Keolis, the international wing of SNCF, has appointed David
Franks as managing director for new franchises. The new post will see Franks,
54, based in Keolis UK’s London office reporting directly to Alistair Gordon, Keolis UK chief executive. As well as being chair of the
Institution of Rail Operators (IRO) and ex-chair of the industry’s National Performance Task Force, Franks has an impressive pedigree of senior rail roles. He was managing director of South Central from 2001-2003 and chief executive of Midland Mainline. He went on to become
managing director of the trains division at National Express East Coast and interim CEO of the Stockholm Metro in Sweden. Keolis UK, which until now has operated in a joint venture in the UK with Go Ahead under the brand Govia, has prequalified for the

InterCity West Coast Franchise in a solo venture. Gordon said: ‘David’s
appointment underlines our commitment to the future of the UK rail industry. His proven track record of success adds real weight to our industry expertise and opens up exciting new opportunities for us.’ Franks adds: ‘Keolis has

Network Rail apprentices Craig (left) and Andy Dobson are keeping up a 140-year family tradition. The brothers are the fifth generation of their family to work in the railways, with father Steve a rolling stock technician with Merseyrail. Grandfather Charlie worked for Liverpool trams, great grandfather Robert worked at Edge Hill and great, great grandfather John started it all in 1871, when he joined the London North Western Railway Company at Edge Hill station.

Reporting to the Group Head of Risk the successful candidate will promote risk management throughout the Group, with specifi c emphasis on risk avoidance, administration and transfer.
They will be responsible for the Group’s safety documentation and the interface with statutory and regulatory bodies and will assist in the implementation and audit of the duties outlined in the safety certifi cate, safety plan and other associated documents.
In addition they will be required to undertake trend analysis of key safety indicators, horizon scanning, represent the company at senior level to external parties and assist with Group training.
IT profi cient, the successful candidate will have at least 3 years experience managing a commercial risk portfolio, preferably in the rail or associated industries. The person will be educated to at least degree level and possess a safety qualifi cation to the equivalent of NEBOSH national certifi cate.
As a senior role, the above is not exhaustive. A clean driving license is required.
