Success stories from the ACBF portfolio


Here are just a few of the hundreds of success stories from the ACBF portfolio of the past 20 years.


Botswana: Institute for Policy Analysis and Research (BIDPA III) In December 2006, the ACBF executive board approved a grant of US$1.7m to the Botswana Institute for Development Policy Analysis (BIDPA) to support Phase III of its activities to strengthen the capacity for policy formulation and analysis, research, design and management in the country. The end date of the grant is 31 December 2011. The project has three components: (i)


policy analysis research; (ii) policy advice; and (iii) capacity building. BIDPA has so far achieved the


following research results: 8 BIDPA briefings, 6 annual economic briefs; 15 policy briefs; 124 unpublished reports; 21 published reports; 19 books; and 7 journal articles. The research outputs are relevant and customised to the country’s requirements. BIDPA has adopted a hybrid approach and has undertaken African Development Bank (AfDB) commissioned studies on the “Monitoring of the Implementation of Vision 2016 and Economic Diversification Options for Botswana”.


Burundi: Institut de Développement Economique The ACBF executive board approved a grant of $2m on 15 December 2006 to support Phase III of the Institut de Développement Economique (IDEC), a policy think-tank in Burundi. The objective of the project was to establish a sustainable local institution outside the government to undertake research and provide policy recommendations to decision makers; improve training and research capacity in the Economics Department of the University of Burundi; and strengthen the institutional capacity of key economic ministries and agencies in policy making. The project’s closing date is 30 November


2011. Based on the preliminary findings of the IDEC’s Mid-Term Review report, the project has achieved tangible results. Local research capacity has been established and the current trends are encouraging. IDEC is now well-known in Burundi and even in the sub-region. At the time of writing, IDEC’s


professional researchers had produced 51 research papers out of a target of 60 to be completed during the lifetime of the project. The topics covered were deemed relevant to the country’s development issues and their quality was satisfactory as evidenced by the comments made by the World Bank and the UNDP during the Mid-Term Review. With ACBF support, CURDES (a


research body at the University of Burundi) has been able to resume production of its Economic Journal. The 2008 and 2009 editions have been published after a 15-year interruption.


Tanzania: Economic Social Research Foundation (ESRF) The ESRF is an independent and non- profit organisation undertaking policy research in Tanzania. In December 2003, the ACBF executive board approved a grant of $1.5m to support the ESRF Phase III project.


The goal was to consolidate the gains made in Phases I and II, with the view of creating a sustainable institution that offers services on capacity building in policy analysis and development management, in order to enhance economic growth and poverty reduction. Overall, over the period 2004-2010, the ESRF carried out 50 research studies, of which 20 were on growth and poverty, 16 on globalisation, regional integration and trade, and 14 on governance issues. The number of commissioned studies


has more than doubled the work involved in the ESRF’s core research, pointing
