The Virginia Department of Transportation is seeking Expressions of Interest (EOI) from consulting engineering firms who wish to be considered to provide professional engineering services for:


A Hampton Roads District – Wide Contract providing construction engineering inspection services under a Fixed Billable Rate Contract. This contract will be for a 1 year period with optional 2 one-year renewable terms. The proposed one-year contract will have a total maximum compensation not to exceed $5,000,000.00.


Project inspection will include 1 Construction Inspection Coordinator and 22 Inspectors during peak construction operations consisting of 12 (twelve) Construction Inspector Seniors, 8 (eight) Construction Inspectors and 2 (two) Construction Inspector Trainees. All personnel shall be knowledgeable of the Department’s Construction Program, VDOT’s Specifications and Standards, and Computer Based Construc- tion Management Systems. Construction Management will include 1 (one) Traffic Engineer and 1 (one) Public Relations Specialist. Additional Engineering functions which may be required include, but are not limited to, bidability/constructability review, the review of shop drawings, schedule review, and notice of intent analysis.


In the event the Virginia Department of Transportation chooses to assign in-house personnel to this contract, the number of inspectors to be furnished by the consultant may be reduced at any time during the duration of the contract.

Hampton Roads Bridge-Tunnel Project


The Virginia Department of Transportation (VDOT) has received an unsolicited conceptual proposal for expansion of the Hampton Roads Bridge-Tunnel pursuant to Chapter 126 of the 2010 Virginia Acts of Assembly (2010 VA Acts, Ch. 126) and the Public-Private Transportation Act of 1995 (Code of Virginia § 56-556 et seq.), as amended. Pursuant to the requirements of 2010 VA Acts, Ch. 126, VDOT is allowing for submission of competing conceptual proposals. The proposed transportation facility includes expansion of the Hampton Roads Bridge-Tunnel, capacity improvements to Interstate 64 near the Hampton Roads Bridge-Tunnel and the assump- tion of operations and maintenance responsibility by a concessionaire for the Hampton Roads Bridge-Tunnel, the Monitor-Merrimac Memori- al Bridge-Tunnel and the James River Bridge.

The District of Columbia Office of Public Education Facilities Modern- ization (OPEFM) is seeking proposals from firms who wish to be considered to provide program management consulting services to assist OPEFM in managing it construction portfolio.


The scope of services is further outlined in OPEFM’s Request for Proposals (RFP) and generally includes assisting OPEFM in managing new construction, renovation and stabilization projects, as well as other specially assigned projects including athletic fields, parks and play areas, and recreation centers.
