Increased access to Georgetown Branch trail included in plan

mile Purple Line is now officially part of Montgomery County’s master plan. The council voted unanimous-
ly Tuesday to add a double-track rail line between downtown
Bethesda and Langley Park — Montgomery’s section of a transit link that would extend east into Prince George’s County to New Carrollton. The Montgomery master plan previously included only a single-track trolley line be- tween Bethesda and Silver Spring. The master plan update also includes more access points to the Georgetown Branch trail be- tween downtown Bethesda and Silver Spring.
Council members said they were committed to keeping the
popular walking and biking trail adjacent to any Purple Line tracks despite the fact that cost estimates to rebuild the trail re- cently ballooned from $25 mil- lion to at least $65 million. Coun- cil member Roger Berliner (D- Potomac-Bethesda), whose dis- trict includes the trail, said residents in the town of Chevy Chase remain concerned about the safety of running the trail ad- jacent to light-rail tracks. State transit officials have said barriers would be built between the trail and tracks.
The council also said the coun-
ty has no plans to change zoning to allow more density around any future Dale Drive station in Silver Spring. Purple Line plans do not include a Dale Drive station, but tracks would be laid in such a way that the station could be built lat- er if the community wanted it, the council official said. The Maryland Transit Admin-
istration is seeking federal fund- ing to help cover a Purple Line’s construction, now estimated to cost $1.68 billion.

Montgomery unions after raises were cut

Several Montgomery County Council members expressed frus- tration Tuesday over agreements that will give county employees extra time off, but they declined to take action to challenge the ar- rangements. County Executive Isiah Leg- gett (D) signed the agreements
with public employee unions. They grant 26 hours of extra compensatory leave to police and general gov- ernment workers and 48 hours to many fire- fighters. Leggett said they were meant, in part, to acknowledge the sacrifices of employ- ees whose raises shrank or disappeared over the past two years.
Some members said
the way the situation was han- dled undercut the authority of the council, which set the coun- ty’s $4.27 billion budget in May.

Victim, shot in robbery, had gone to Bay Area for a job interview

A man and woman have been arrested in Oakland, Calif., in the slaying of a Fairfax County man who had flown to California for a job interview, Oakland police said Tuesday. Jinghong Kang, 45, a computer engineer and married father of three who lived in the Fair Oaks area, had arrived in the Bay Area on July 18 for an interview the next day with Google. He had ar- ranged for a dental appointment that night with a dentist he knew through church, his wife said. While he sat in the car
after the appointment, Oakland police said, he was robbed and shot to death by a man and a woman about 11:30 p.m. Police obtained sur- veillance video from a nearby building and dis- tributed it to the media. Officer Jeff Thomason, an Oakland police spokesman, said people who saw the video on TV recognized Al- thea Housley, 33, of Oakland. She was arrested Saturday. Housley “admitted to taking
part in the robbery-homicide,” Thomason said. She was charged with armed robbery and murder. Police then began looking for
Housley’s boyfriend, George Hug- gins, 24, of Oakland. Someone spotted him Monday, called po- lice and held him down until offi- cers arrived, Thomason said. He was being held Tuesday on suspi- cion of homicide and robbery. Po- lice in California have 48 hours to obtain charges, and Huggins had not been formally charged as of Tuesday.

Gantt, the lead investigator in the case, said Housley told him that Kang and the dentist who accom- panied him to his rental car were robbed because they didn’t seem to be paying attention and be- cause Huggins needed money. There was a sharp dispute over the council’s authority over the contracts and whether — or how — members could reject them, with council staff and the Leg- gett administration offering dueling interpretations of county labor laws. The new leave can be taken starting in January. Some council members said they would seek to clarify the labor laws in the fall to pre- vent future confusion over lines of authority. day to further revamp the coun- ty’s disability retirement system. The measure, sponsored by Duchy Trachtenberg (D-At Large), would create a “two- tiered” system that would allow for partial or total incapacity. Firefighters have such a system already. Tuesday to ban smoking at all public bus shelters, eight months after Virginia’s restaurant-and- bar smoking ban went into effect. The ban would address the

Man, 18, arrested in fatal NW shooting Aman was arrested Tuesday in
connection with a fatal shooting last month in Adams Morgan, D.C. police said. Officers said Torain D. Adams,
18, of Northwest Washington was charged with first-degree murder while armed in the death of Vic- tor Chigoziri Mba-Jonas Jr., 20, of Laurel. Mba-Jonas was found shot in the 2500 block of 17th Street NW at 2:30 a.m. June 27, police said. He died at a hospital July 19. —Martin Weil

Summit set for Sept. on distracted driving A second national summit on
distracted driving will be held Sept. 21 to highlight the problem and find ways to combat it, the U.S. Department of Transporta- tion announced Tuesday. The meeting, which will be held in Washington, will gather researchers, law enforcement and transportation officials, safety ad- vocates and victims of distracted driving crashes, the department said. The first distracted-driving summit was held in the fall. In 2008, almost 6,000 people died and more than 500,000 were injured in crashes involving a dis- tracted driver, the department said. More than 20 percent of crashes that year involved dis- tracted drivers. Information about the summit
