up considerably. Most of that is growth in the beneficiary population.
You identified access as perhaps the biggest issue for beneficiaries. Gates and Adm. Mike Mullen, USN, chairman of the Joint Chiefs, worry about the rising cost of military health care. How do you balance that to make the system more accessible and cost-effective?
The best health care is not necessar- ily the most expensive. If we focus on prevention, wellness, and whole-life care, we can prevent some of the high- morbidity conditions. We’ll take pride in our ability to get patients to the right venues of care, out of the ER, and using [mail-order] pharmacy instead of the retail network. On the big-system perspective, we
have looked at various changes in pricing structure. We have a signifi- cant advantage from federal pricing in the retail pharmacy. We’re phasing in a different way of reimbursing hos- pital outpatient care to more closely mirror Medicare, and that’s good. [We’re also looking at] better
supply-chain management — medi- cal supplies and devices — from the battlefield to bedside, to address any duplication or redundancies.
