The focus is on instruction, diagnostic problem solv- ing, and administrative law in law en- forcement administration, legal issues, organizational behavior, managing orga- nizational performance, and leadership. program hones skills in problem solving, planning, decision-making, domestic terrorism, emergency planning, morale, motivation, team building, strategic plan development, community problems, and mid- and upper-level management skills. The Organizational Leadership and Problem Solving course for mid- and upper-level police managers improves skills in organizational leadership, prob- lem solving, problem-based learning, team building, leadership, ethics, and personnel management. The 40-hour Managing Within Your Budget program for mid- and upper- level police managers focuses on un- derstanding agency performance as perceived by its community, the media and governmental offi cials. Other topics include budgets and fi nancial perfor- mance, achieving value with a budget linked to operational performance, evaluation, identifying and responding to problems, and evaluating resource ex- penditures and community needs. The Personnel Development, Assess- ment and Liability Certifi cate requires 40 hours of study in tasks, skills and qualities involved in staff recruitment, selection, retention and development of personnel effectiveness, including top- ics such as job analysis, selection pro- cedures, performance evaluation, staff retention, and management.
The Organizational Management
Certifi cate for middle and senior man- agers focuses on planning, manage- ment, coordination and leadership for team building, motivation, and com- munication skills in agency effective- ness, staff, emergency and contingency planning, leadership, problem solv- ing, data collection, accountability and managerial success.
Specialized Skills courses enhance professional development through edu- cational and career development courses that include current trends, technical tools, problem solving, communication
skills, administrative law and investi- gative practices. The current offerings include: Trends and Techniques of Inter- nal Affairs Administration; Background Investigation; Homicide Investigation; Sex Crimes Investigation; and Child Sex Crime Investigations.

The university offers online programs for a Bachelor or Master of Science degrees in Criminal Justice, with courses that fi t the adjusting of educational goals to personal time constraints. The Bachelor’s degree requires general education coursework in English, mathematics, arts/humani- ties, social sciences, and natural sciences, and upper division criminal justice coursework in law, psychology, commu- nity relations, corrections, investigation, research, and evidence.
The Master’s degree offers three cur- ricula: criminal justice management for those seeking supervisory or administra- tive positions; criminal justice theory for those who plan to earn a Ph.D. degree, teach criminal justice or work in research; and a focus on institutional or community- based victim and offender programs. Each student is assigned an advisor and student services representative to help throughout the program, from admission, to comple- tion of the program and graduation. The university offers a Graduate Di- ploma in Criminal Justice for police profes- sionals who need additional knowledge or skills to advance to higher-level positions in their work. Five core courses in crimi- nal justice systems, research/statistical methods, criminology, and law and social control are required, along with a research paper. These courses also meet the core requirements for the Master of Science De- gree in Criminal Justice for those who will continue to further education.
