New Axis of Evil: Iran, China, Russia

ussia, china, and Iran have banded to- gether to challenge U.S. power globally, while
establishing an alternative trading system that eff ectively shields them from Western eco- nomic sanctions. Some have called it an “axis
of authoritarians.” Others, the “triple axis.” And while the extent of the
military, strategic, and eco- nomic cooperation among the three countries has been widely ignored by much of the media, it is undeniable. “In the new world order, a tri-

paying serious attention to the new axis in 2019, when the three countries held combined naval exercises in the Indian Ocean, just outside the Persian Gulf, where 25% of the world’s oil transits every day. Those exercises have now be- come an annual event. But strategic cooperation among the three rogue states be-
gan many years ago. And it goes deep, with a shared world view that rejects a unipolar world dominated by the U.S. and that ultimately seeks to destroy America.
STRATEGIC AGREEMENTS Both Russia and China played key roles in helping Iran devel- op its long-range ballistic mis- siles in the 1990s, with Russia transferring rocket motors, guidance, and design technol- ogy, and China building the factories to assemble them, ac- cording to congressional testi- mony. The two also helped Iran
develop its clandestine nucle- ar weapons program and con- tinue that cooperation today. Iran would not be able to
enrich uranium if it weren’t for the Chinese-designed ura- nium conversion plant secret- ly built in Isfahan in the late 1990s. The facility transformed
natural uranium into uranium hexafl uoride gas so it could be spun in enrichment centri- fuges. No hex plant, no enrich-
ment. No enrichment, no bomb. Both Russia and China have
played coy about their strate- gic cooperation with Iran.
