Former Foodstuffs Processors Right on Topic
Sustainability, traceability and the subject of so-called ‘waste’ in the food supply chain have never been more topical. These are all issues that the UK Former Foodstuffs Processors Association (UKFFPA) is focussed on – ensuring that it meets the needs of its customers in the animal feed sector and delivers nutrients back into the ‘circular economy’ helping food manufacturers and processors to meet sustainability targets. Set up in 2013 with the support and encouragement of the Food
Standards Agency (FSA), UKFFPA now has nine members representing the vast majority of the UK’s former foods processing capacity. Despite increases in efficiency resulting in less waste in food
processing, the Association Members, along with other participants in AIC’s FEMAS (Feed Materials Assurance Scheme) process around 650,000 tonnes of former foodstuffs every year. The biggest proportion of this – 56% – comes from bakery, pastry, pasta and breakfast cereal manufacturers. Other food items for processing comes from: the manufacture of confectionery and ice cream; fresh produce; non ABP sauces, savoury snacks; co-products from brewing and distilling; as well as cereal grains and derived products. For UKFFPA and its equivalent in Europe – the European Former
Foodstuffs Association (EFFPA) – the priority of using food for human consumption whenever possible is clear. Paul Featherstone, Chairman of both organisations, says: “Both our food industry suppliers and our members are committed to WRAP’s food material hierarchy which sets as its first priority that all food, fit for human consumption, is consumed by humans. We are definitely not in competition with food banks or any other
initiatives that divert useable food resources to those who need it. “However, we want to ensure that food and the energy it contains
is kept in the ‘circular economy’. Wherever possible it should return to the food supply chain rather than going into single-use bio-energy production, or worst still, landfill. It is inevitable that despite the best efforts of food manufacturers some food products and ingredients cannot be used, and that’s where our members come in.” Once processed, former foodstuffs offer a homogenous feed
material of exact specification to feed manufacturers giving a package of key nutritional ingredients produced to the highest safety standards to ensure subsequent safe feed. The Association maintains the highest possible standards of
safety in the industry. Members of UKFFPA have to abide by two sets of regulations – one for feed and one for food. James McCulloch, Head of AIC’s Animal Feed Sector says: “Professional processing of former foodstuffs into feed guarantees the safety of materials re-entering the food chain once processed. UKFFPA members commit to maintaining the highest standards and complying fully with all relevant legislation.” UKFFPA has estimated that the energy contained in the former foodstuffs that it processes is equivalent to 755,000 tonnes of feed

wheat, which would require nearly 92,000 hectares of land to grow at current average yields. Both EFFPA and UKFFPA have lobbied hard to ensure that former
foodstuffs are not classified as waste. Mr Featherstone is optimistic after the publication of European Guidelines for feed use of food no longer intended for human consumption in April 2018. 1 Paul says: “The publication of these Guidelines is a key milestone,
providing both recognition for the industry and clarification that former foodstuffs are not classed as ‘waste’. As the latest step in developing the Circular Economy Action Plan in Europe, it endorses the value of our sector within the food and feed supply chain.” According to David Moon, Head of Business Collaboration at
WRAP (Waste and Resources Action Programme), there is even greater potential for the industry. He says: “WRAP’s research suggests that there is the potential to increase the amount of food surplus being sent to animal feed by around 20% by 2025, preventing an additional 140,000 tonnes a year of food waste.” “Companies that deal with UKFFPA Members – whether supplying
former foodstuffs for processing or purchasing processed feed materials – can be assured that the highest standards are observed, and all regulations are complied with.”
