but a behaviour shift is needed As the Government introduces the Renters’ Rights Act, Safeguard Europe is calling for a broader approach to tackling damp and mould, one that combines clearer standards with improved knowledge and day-to-day practice across the housing system. Damp and mould are increasingly recognised as compliance issues, and measures such as Awaab’s Law reinforce that responsibility for addressing  Act comes into force for the private rented sector, extending stronger protections to a wider group of tenants. However, there is a risk that regulation alone is seen as the solution. In reality, damp and mould sit at the intersection of building performance, environmental conditions  accountability, but a better understanding of how homes perform in practice. Safeguard’s experience working across the housing sector shows that many issues arise not from a lack of intent to comply, but from a gap between how buildings are designed to perform and how they are used in everyday life. Tenants are not always given clear guidance on managing moisture, landlords may rely on compliance frameworks without fully understanding building performance, and the wider sector has not consistently kept pace with the growing complexity of modern housing. If the Renters’ Rights Act is to deliver lasting change, it must be supported by a more proactive approach that includes improving access to practical guidance, strengthening understanding across the sector, and encouraging earlier intervention before issues escalate. https://safeguardeurope.com
