What fine is proportionate? Some weeks ago you printed a letter in the Clitheroe Ad vertiser and Times protesting about the excessive fines being applied in the Dog Inn car park inWhalley. ' Our politicians always seem to remain quiet on the issue. At best they say that fines shouldbe “proportionate”, but what does this mean? Should they be twice the parking charge (quite reasonable and not worth challenging), or 60 times (Clitheroe Council’s rate), or 100 times (as in Whal ley)? Why not 1,000 times? Victims of the parking Mafias might be interested in a mass action campaign being run by ayoung Cambridge law gradu ate, who is asking victims to register so that he can launch a class legal action.,

WI took a walk through the foothills of the Himalayas on Thursday night. Their guide was Norman Harris who, since his retirement, has completed many excitingjourneys, in cluding going across America on his Harley Davidson. Mr Harris showed his stunning pictures and gave members a very informative guided tour of his trek to Everest Base Camp. Downham WI’s delegate,
Margaret Smith, gave a detailed report on the autumn council meeting at King George’s Hall in October. Julie Parker will be Downham WI’s delegate at the Centenary AGM at The Royal Albert Hall on June 4th, next year.
